BOARD OF SUPERVISORS’ MEETING
July 14, 2026
The July 14, 2026, Board of Supervisors’ Meeting was called to order by Chair Jeanne Shuck at 6:00 PM at the Crane Lake Visitor Center with the Pledge of Allegiance recited by those in attendance including: Supervisors Scott Sanborn, Emily Schwanke & Jeanne Shuck; Treasurer Traci Bak; Deputy-Treasurer Gretchen Janssen; Visitor Center/Campground Manager Serena Swenson; Deputy-Clerk Jo Ann Pohlman, and Clerk Cathy Truebenbach.
BUSINESS
Additions to the Agenda: Transfer of funds was added after the Treasurer’s Report, “Jake Breaking” signs was added to New Business.
Approve Minutes – A motion was made by Scott, supported by Emily, to approve the minutes of the 6/9/2026 Board of Supervisors’ Meeting. All voted in favor and the motion carried.
Treasurer’s Report –The June Cash Balances were read, and the bills were presented as follows: Twp. General Fund – $28772.76 + $2022.17 Payroll, Visitor Center Fund – $65447.09, Visitor Center/Campground Fund – $5596.09 + $3870.60 Payroll, Bond /Community Project Fund – $3928.16 and Fire Fund – $30,000.00. A motion was made by Emily, supported by Scott, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
Fund Transfer: A $1200.00 Transfer of Funds from the Visitor Center/Campground Fund to the General Fund was requested, to pay the quarterly costs for doing the administrative work by the Township Clerk and Treasurer for the Visitor Center. A motion was made by Jeanne, supported by Emily, to approve the transfer of $1200.00 from the Visitor Center/Campground Fund to the General Fund. All voted in favor and the motion carried.
Correspondence – The Clerk presented the correspondence. The correspondence was received and will be placed on file and acted upon as required.
OLD BUSINESS
VNP-Visitor Center/Campground:
Campground Manager Report and Resulting Board Action:
Serena provided the following report:
Visitor Center
- Co-Stewardship meeting was a success
o About 25 people attended
o Putting together a working group to plan the exhibits that will talk about Native American history. This will be part of “phase 2” for the exhibits. No timeline has been set
- Minnesota State Fair
Voyageurs Conservancy is going to have a booth at the state fair. They have invited someone from Crane Lake to volunteer at the booth. I was thinking I’d sign up for a day or two if approved. Would be a good (mostly) free opportunity to promote Crane Lake/Visitor Center/Campground. Wondering if I can go? Would need to be reimbursed for gas and parking. (Was agreed upon by whole board that the CLVTB should pay Serena’s costs for doing this job for them)
- Boat Parking Visitor Center volunteers want to park their boat, free of charge, in one of the slips for the summer. The Board discussed and agreed that overnight parking would not be allowed. Day use would be allowed.
- EV Charging stations and generator

Campground
- YTD Revenue- $60,577.35
- Showerhouse
Testing results indicated the new material did not meet spec but after speaking with the engineers at SEH and Braun, they agreed it was acceptable to use. New material is in and they will likely be pouring the slab at the end of the week (7/6)

- New tires/mower blades for campground (Get estimates on tire costs and will discuss at the next meeting)
General
- Need to sit down with town clerk and treasurer to figure out budget stuff

Traci needs an actual desk so the Visitor Center can have use of the table she is using now as her desk. A motion was made by Scott supported by Jeanne to purchase a desk for Traci. All voted in favor and motion carried.
Committee Report & Resulting Board Action:
Gretchen Janssen provided the following report:
Tent site work is done except for a short punchlist which includes vegetation completion and clean up. Invoices for approval:

Rutchasky invoice $64,500.00 INV 1-2026
These will be paid by the County, and this is the last of the $1.9M DNR appropriation grant. A motion was made by Jeanne supported by Scott to approve the payment of the above bills, totaling $72,355.08. All voted in favor and motion carried.
A final report was issued for the Bayside Drive (250K) grant which is also now complete. The IRRR has approved the reimbursement request for the first Lenci pay app, so the Town can issue that check. Lenci is still on track to finish this project by the end of this month.
Reimbursements from the IRRR will come in two separate checks: $58,834.76 (to close out Bayside Drive) and $6470.24 (from the 950K Campground grant).
New invoice to approve:
S.E.H construction administration (restroom) $2040.00 INV 511216. A motion was made by Scott supported by Emily to approve this invoice of $2040. All voted in favor and motion carried.
Bayside Drive PWA is still not signed off on by our engineers as KGM has some outstanding issues on the punchlist. Requesting payment to the engineers at this time for their March invoice. Reimbursement from the DNR will be forthcoming once KGM is finished.

NEW BUSINESS
Side x Side signs for Visitor Center: Someone is driving on the lawn, are signs needed to deter this? Discussed and keep an eye on situation before making signs.
MATIT Yearly Insurance Payment: Approved in the Treasurer report.
SLC Township Road Mileage Request: Scott will figure out the mileage of the Bayside Drive Township Road
“Jake Break Signs”: Dump trucks are going thru town “jake breaking” beginning at the bridge. Jeanne will be communicating with SLC about signs.
Other New Business
Oiling Bayside Drive. Scott will see if this can still be done this season and to also get us on the list for next year.
