BOARD OF SUPERVISORS’ MEETING

April 12, 2016

 

The April 12, 2016 Board of Supervisors’ Meeting was called to order by Chairman Jim Janssen at 7:30PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Butch Eggen, Jim Janssen and Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman and 4 members of the community.

 

BUSINESS

 

Additions to the Agenda: There were none.

 

Minutes – A motion was made by Butch, supported by Jerry, to approve the minutes of the 3/8/16 Board of Supervisors’ Meeting. All voted in favor and the motion carried.

 

Treasurer’s Report –The March Cash Balances were read and the bills were presented as follows: Applied Insights North – $2,775.00; Cook News-Herald – $54.00; Costin Group – $1,074.52; Postmaster – $47.00; IRS – $484.00; CLVTB – $1,322.63; Jeff Sanborn – $50.00; and Payroll $588.86.  A motion was made by Jerry, supported by Butch, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried.

 

The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required.

 

OLD BUSINESS

 

Land Exchange/Community Property Project: Ruth L. Carlson’s reported that Attorney Huck Andresen sent a communication to the USFS with no reply received. Ruth will contact the USFS regarding the document completion.

Jacque Eggen Memorial Fund: There was no report.

 

Costin Group Report: Gary Cerkvenik email the following report:  Continue work on the visitor center, road shoulders and trails.

 

Crane Lake Road Repair: Jo Ann spoke to Eric Fallstrom, Project Engineer of St. Louis County.  Construction on Hwy 24 (VRT to Crane Lake) will begin on 6/6/16 and should be completed by 8/15/16.  KGM is the contractor.  Construction on Hwy 23 (Orr to the VRT) will begin on 7/5/16 and should be completed by 9/9/16.  Northland Construction is the contractor.  Deena Congdon advised that Eric Fallstrom would meet with people on 4/13/16 at 9AM to walk through the Gold Coast area where a walkway is being considered.

 

VNP-Visitor Center/Campsite: Township Land Acquisition:  An email was received from Mr. Braaten stating that his bank would like to see a resolution from the Township saying that the Township will work with the seller on a letter of intent that is satisfactory for both parties.  A motion was made by Jerry, supported by Butch, to adopt Resolution No. 2016-06, Agreeing to Work on a Letter of Intent for Land Purchase.  All voted in favor and the motion carried.

 

Frontier Internet: Work should continue after the road bans are lifted.  Butch informed the Board that Verizon has purchased rental space on the tower on his property.  Verizon cell service should be available in Crane Lake within 6 months.

 

ATV Use: A copy of the St. Louis county Draft ATV Ordinance was provided to the Township for review.  Comments may be submitted by May 20, 2016.  The County Board has scheduled a Public Hearing on the draft ATV Ordinance on May 24, 2016 at 9:45AM at the Hibbing City Council Chambers.  It was suggested that someone should attend.  Someone will talk to Bruce about comments that the Township should submit.  The club is interested in a ribbon cutting ceremony when the roads open for ATV use.

Trails Report: The Trails Committee held their first meeting on March 30, 2016.  Deena Congdon volunteered to be the temporary Chairperson.  Lori and Melissa will contact Tim Engrav of the USFS to discuss the process for proper signage

along trails, having the trails cleaned up and looking into new trail development. Deena will talk to the snowmobile club about helping with grooming future snowshoe/cross country trails; and looking into available grants. Gretchen will contact the VNP about opening up the old Mukooda Trail and research other trail development in the Park.  The group discussed maps, GPS/compass rental, and history/signage along trails.  Emails will be sent when a clearing crew is needed.

 

Crane Lake Comprehensive Plan: The Board agreed with the changes/updates made to the Draft Community Plan.  John Powers will be notified and the final check will be mailed upon receipt of the final draft of the Plan.

 

MN Dot Aeronautics: There was nothing new to report.

 

NEW BUSINESS

 

Tobacco License Approvals: A motion was made by Jerry, supported by Jim, to adopt Resolution No. 2016-03 approving the issuance of a tobacco products license to Anderson Canoe Outfitters, Inc. d/b/a Anderson Canoe Outfitters, Inc. for the year ending December 31, 2016 and Resolution No. 2016-04 approving the issuance of a tobacco products license to Scotts of Crane Lake d/b/a Scotts Seaplane Base, Store & Service for the year ending December 31, 2016.  All voted in favor and the motion carried.  A motion was made by Jim, supported by Butch, knowing that he had a conflict as an owner of Nelson’s Resort, to adopt Resolution No. 2016-05 approving the issuance of a tobacco products license for Nelson’s Resort, Inc. d/b/a Nelson’s Resort, Inc. for the year ending December 31, 2016.  Jim and Butch voted in favor, Jerry abstained and the motion carried.

 

Early Distribution of 2016 Tax: The Board declined the early distribution.

 

Legal Short Course – 4/21/16: No one will be attending.

 

Boat Race Levied Money: The Clerk is researching.

 

Speed Humps: The speed humps will not be installed this year at the suggestion of St. Louis County because of the road construction. There was a vote at the 2016 Annual Meeting to discontinue the use of the speed humps.  The speed humps will be reviewed again at the 2017 Annual Meeting.  The Board acknowledges the communications received from individuals regarding the speed humps.

 

Spring Clean-Up Day: The Board agreed to have a Clean-Up Week rather than a Clean-Up Day.  The week will be from April 17 – 23.  Areas needing attention are:   Handberg Road, Gold Coast Road and Nelson Road.  Bags may be picked up at Voyagaire.  Full bags may be left along the road, during that week for pick up.

 

Other New Business: There was none.

 

Comments from Officers: Butch thanked everyone that worked at the Voyageur Statue area.
