BOARD OF SUPERVISORS’ MEETING

October 12, 2010

 

The October 12, 2010 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:30PM at the Crane Lake Fire Hall with the Pledge of Allegiance recited by those in attendance including:  Supervisors Butch Eggen and Jerry Pohlman, Treasurer Terrie Hoff, Clerk Jo Ann Pohlman and 1 member of the community. Supervisor Jim Janssen was absent.

 

 

BUSINESS

 

Additions to the Agenda:  LBAE Training and MAT Annual Meeting were added to New Business.

 

Minutes – A motion was made by Butch, supported by Jerry, to approve the minutes of the 9/7/2010 Board of Supervisors’ Meeting.  All voted in favor and the motion carried.

 

Treasurer’s Report – Terrie read the September Cash Balances and presented the bills as follows:  IRS – $245.57; CLVTB – $17,373.57; CL Sustainable Land Corp. – $4,000.00; Jan Jackson – $4,200.00; St. Louis County Auditor – $56.00; CLVFD Relief Association – $5,237.00 and Payroll – $430.87.  A motion was made by Jerry, supported by Butch, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried.

 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

 

 

OLD BUSINESS

 

Land Exchange/Community Property Project: Butch reported that a copy of the collection agreement had been received which allows the CL Sustainable Land Corp. to do business with the USFS.  There is hope of a meeting with the land exchange officer from the USFS by the end of this month.  The feasibility analysis has been accepted and the land exchange is moving into the final stages.

 

CLWSD Report – Rob Scott:  It appears the end-of-year balance for the Operating Fund will be between $25,000 and $30,000, as in the past.  The Board will be reviewing the rates by the end of the year.  The Board re-certified special assessments on the Voyageur Lakes Development property from one parcel code to the CIC parcel codes, effective the first of the year. The District now has the needed engineer expert witness support for the mediation process with RLK.  The VNP Clean Waters Joint Powers Board (JPB) approved $250,000 for the ESA CSAH 24 Extension.  Utility Systems of America (USA) of Eveleth was awarded the bid on the project at $228,117.50.  Additional expenses for the project will bring the total to approximately $310,000.  The District will approach the JPB for further funding and has vowed not to borrow money to complete the project.  A VNP representative will now be attending the JPB meetings.  Rob asked that the Board consider a letter of request for support from the International Joint Commission (IJC).  The Board agreed.  The MPCA inspected the plant last week.  High meter readings at the Chapel and the Fire Hall due to freezing will be investigated by Rutchasky Enterprises while they are in the area doing work for the Chapel.

 

Culvert Status:  The placement of the new culvert is in progress.

 

NEW BUSINESS

 

LBAE Training:  St. Louis County is hosting Local Board of Appeals & Equalization training for township supervisors Tuesday, Nov. 9, 2010, 5:30 to 8:30 pm, at the Cotton Community Center.  A motion was made by Jerry, supported by Butch, approving funds for those wishing to attend LBAE training.  All voted in favor and the motion carried.

 

MAT Annual Meeting:  A motion was made by Butch, supported by Jerry, approving funds for those wishing to attend the MAT annual Meeting in Duluth, November 18 – 20, 2010.  All voted in favor and the motion carried.

Other New Business:  There was none.

Comments from Officers:  Terrie wished Representative Dill well during is surgery recovery.  The others echoed this sentiment.
