BOARD OF APPEAL & EQUALIZATION MEETING

MAY 14, 2008

 

The May 14, 2007 Board of Appeal and Equalization Meeting of the Town of Crane Lake was called to order by Chairman Jerry Pohlman at 1:05PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including:  Supervisors Jerry Pohlman, Jim Janssen, and Butch Eggen, Treasurer Terrie Hoff, Clerk Jo Ann Pohlman, Township Assessors Richard and John Vidmar, St. Louis County Representatives Dan Christianson and Dave Sipola, and 15 members of the community.

 

Chairman Jerry introduced the Board, Township Assessor Richard Vidmar and St. Louis County Representatives Dan Christianson and Dave Sipola to those present.  Dan Christianson explained what could be appealed at the meeting.  Dave Sipola explained that the County is now required by State of Minnesota mandate to assess the East Bay leased properties as though the land was owned.  The law has been in effect for many years but Louis County has not been required to include it until this year.  There was much discussion on the subject.

 

The following people presented their appeals.

 

Bill Lah, Parcel Code 687-0000-09688 appealed the taxation of the 100 feet of water frontage on his permitted East Bay property that he is unable to develop and that may be used by the public.  A motion was made by Jim, supported by Butch that the Lah valuation remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

 

Gerald Cornell, Parcel Code 308-0000-09619 appealed the taxation of his permitted lot in East Bay.  A motion was made by Jerry, supported by Butch that the Cornell valuation remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

 

John L. Bonner, Parcel Code 308-0000-09673 appealed the taxation of his permitted lot in East Bay.  A motion was made by Butch, supported by Jerry that the Bonner valuation remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

 

Mel Bergman, Parcel Code 308-0000-09678 appealed the taxation of his permitted lot in East Bay.  A motion was made by Jim, supported by Butch that the Bergman valuation remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

 

George Petrich, Parcel Code 308-0000-09658 appealed the taxation of his permitted lot in East Bay.  A motion was made by Butch, supported by Jim that the Petrich valuation remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

 

Tom Baczewski, Parcel Code 308-0000-09684 appealed the taxation of his permitted lot in East Bay.  A motion was made by Butch, supported by Jim that the Baczewski valuation remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

 

Terry Filippi, Parcel Code 308-0000-09682 appealed the taxation of his permitted lot in East Bay.  A motion was made by Butch, supported by Jim that the Filippi  valuation remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

Lori Sanborn, Parcel Codes 308-0240-00011 and 308-0030-03282 Records 1, 2, and 3 appealed the increase in land and property valuation.  A motion was made by Jerry, supported by Butch that valuations on the Sanborn land and property remain the same as they are in relation to others in the area.  All voted in favor and the motion carried.

 

Shirley Sanborn, Parcel Code 308-0030-03300 appealed increased valuation on property.  A motion was made by Jerry, supported by Jim to decrease valuation on the Sanborn property due to lack of usability of lakeshore and depth of lot from $542,000 to $279,400 a decrease of $262,600.  All voted in favor and the motion carried.

 

Jeffrey Erickson, Parcel Codes 308-0030-01830 Records 1 & 2, 308-0030-01832, 308-0030-01835 and 308-0070-00090 appealed increase in land and property valuation.  A motion was made by Jim, supported by Jerry that valuations on the Erickson land and property remain the same as they are in relation to others in the area.  All voted in favor and the motion carried.

Carl Anderson, Parcel Code 308-0030-03551 appealed the valuation of his wood shed and new construction.  A motion was made by Jerry, supported by Jim to decrease the valuation on the Anderson property from $177,500 to $170,000 a decrease of $7,500.  All voted in favor and the motion carried.

 

The following letters were presented for appeal.

 

Tim Bonner, Parcel Code 308-0000-9674; Jon Jarvinen, Parcel Code 308-0000-9679; Barbara TerLouw, Parcel Code 308-0000-9654; John T. Olson, Parcel Code 308-0000-9668.  All appealed the taxation of  permitted lots in East Bay.  A motion was made by Butch, supported by Jim that valuations on all four properties remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

 

John Byers, Parcel Code 308-0030-1850 appealed increase of limited market value.  A motion was made by Jerry, supported by Butch that the valuation remains the same as it is comparable to others in the area.  All voted in favor and the motion carried.

 

Donald Johnson, Parcel Code 308-0000-9666 appealed the taxation of his permitted lot in East Bay.  A motion was made by Butch, supported by Jim that  the Johnson valuation remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

 

Mark Berg, Parcel Code 308-0000-9675 appealed the taxation of his permitted lot in East Bay.  A motion was made by Jim, supported by Jerry that the Berg valuation  remain the same and a letter be written to St. Louis County objecting to the taxation of the East Bay leased land.  All voted in favor and the motion carried.

 

Karla Sears, Parcel Code 308-0130-130 appealed increase of limited market value.  A motion was made by Butch, supported by Jim that the valuation remains the same as it is comparable to others in the area.  All voted in favor and the motion carried.

 

Robert and Missy Scott, Parcel Code 308-0150-162 appealed increase in property valuation.  A motion was made by Butch, supported by Jim that the Scott valuation remains as stated.  Parcel was incorrectly valued previously as having no lakeshore frontage and is now being assessed with 155 feet of lakeshore frontage.  All voted in favor and the motion carried.

 

Deena Congdon, Parcel Code 308-0050-406 appealed valuation on damaged building and garage.  A motion was made by Jim, supported by Jerry to decrease the valuation on the building but not the garage.  Valuation changed from $440,300 to $373,400, a decrease of $66,900.  All voted in favor and the motion carried.

 

Town of Crane Lake Board of Appeals Meeting Minutes – May 14, 2008

Robert D. Congdon, Parcel Code 308-0000-240 appealed valuation on mobile home.  A motion was made by Butch, supported by Jerry to decrease valuation on Robert Congdon’s mobile home from $26,000 to $18,400, a decrease of $7,600.  All voted in favor and the motion carried.

 

Richard & Nancy Harvey, Parcel Code 308-0030-01845, questioned the valuation of their property.  The Board discussed the Harvey’s valuation in relation to other properties in the area and agreed that it was fair.  A motion was made by Butch, supported by Jerry, that the Harvey’s valuation remains the same.  All voted in favor and the motion carried.

 

J. C. Marshall, Parcel Code 308-0060-475, protested increase in Limited Market Value.  The Board is unable to adjust LMV.  A motion was made by Jerry, supported by Jim that the valuation on the Marshall property remains the same.  All voted in favor and the motion carried.

 

Gary Nesseth, Parcel Code 308-0030-1840 appealed the valuation of the buildings on his property.  A motion was made by Jim, supported by Jerry to decrease the building value from $91,100 to $72,900, a reduction of $18,200.  All voted in favor and the motion carried.

 

No list of Crane Lake Building Permits 2008 Assessment was presented for Board consideration.
