BOARD OF SUPERVISORS’ MEETING

February 16, 2010

 

The February 16, 2010 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:30PM at the Crane Lake Chapel Fellowship Hall with the following in attendance:  Supervisors Butch Eggen, Jim Janssen and Jerry Pohlman, Treasurer Terrie Hoff, Clerk Jo Ann Pohlman and 1 member of the community.

 

Additions to the Agenda:  Newspaper selection for legal publications was added to Old Business.  Namakan River Hydro Letter and Board of Appeals & Equalization date/time were added to New Business

 

Minutes – A motion was made by Jim, supported by Butch to approve the minutes of the 1/5/2010 Board of Supervisors’ /Reorganization Meeting.  All voted in favor and the motion carried.

 

Treasurer’s Report – Terrie read the January Cash Balances and presented the bills as follows:  St. Louis County Assoc. of Townships – $400.52; St. Louis County Auditor – $88.48; Lutefisk Tech. – $42.50 & $450.00; CLVTB – $1,342.72 and Payroll – $430.87.  A motion was made by Butch, supported by Jim, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried.

 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

 

OLD BUSINESS

 

Land Exchange/Community Property Project: Ruth L. Carlson was not presented to report.

 

CLWSD Report – Rob Scott:  Rob reported that the plant was meeting all required standards; infiltration issues will be addressed in the spring; and that the work completed at SEH’s recommendation to remedy freezing issues is successful to date.  There have been some high readings, but no frozen lines or manholes.  The District is looking into legal aspects of re-cooping monies for past freezing issues.  The District has not met the last two USDA-RD loan payment dates.  The District and USDA-RD went through a workout process resulting in the USDA-RD offering the District a lower interest rate for the outstanding loan.  The District did not accept the lower rate as it did not remedy the District’s inability to pay the yearly interest and principal requirements.  The workout plan continues.  The Namakan Basin Joint Powers Board (JPB) and the VNP Clean Water JPB met on January 28, 2010.  Julie Kennedy of SEH reported that survey response was very successful and service area maps are being developed.  The Frequently Asked Question section will be on their website soon and will also be included on St. LouisCounty and Koochiching County websites.  A request will be made to both St. Louis and Koochiching Counties to review their policies and ordinances that cover interim sewer systems for residential and commercial properties.  Another engineering firm will be brought on board for analysis work.  The VNP Clean Water JPB continues to pursue funding sources. Dialogue will begin to include the MPCA in the project.  The St. Louis County Environmental Service Department is in support of the project.  The VNP is being contacted to appoint an individual to participate in discussions.  Congressman Oberstar is fully aware of the project and is totally in favor of the ongoing initiative.

 

Newspaper – Legal Publications:  Price quotes were submitted by both the Timberjay and the Cook News-Herald.  A motion was made by Jim, supported by Butch, to appoint the Cook News-Herald as the official paper for Township notices and legal publications.  All voted in favor and the motion carried.

NEW BUSINESS

 

Namakan River Hydro Letter:  A request for letters of concern to be written to various members of the Canadian government and Governor Tim Pawlenty about the proposed hydroelectric development on the Namakan River was forwarded to the Board for their consideration.  No action was taken by the Board.

 

Local Board of Appeal & Equalization Meeting:  The date set for the Crane Lake Local Board of Appeal & Equalization Meeting is Wednesday, April 21 at 4PM at the Fellowship Hall.

 

Other New Business:  There was none.
