TOWN OF CRANELAKE

BOARD OF SUPERVISORS’ MEETING

July 9, 2013

 

The July 9, 2013 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:30PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including:  Supervisors Butch Eggen and Jerry Pohlman, Treasurer Ruth L. Carlson, Clerk Jo Ann Pohlman, and one member of the community.  Supervisor Jim Janssen was absent.

 

 

BUSINESS

 

Additions to the Agenda:  There were none.

 

Minutes – A motion was made Butch, supported by Jerry, to approve the minutes of the 6/11/2013 Board of Supervisors’ Meeting.  All voted in favor and the motion carried.

 

Treasurer’s Report – Ruth read the June Cash Balances and presented the bills as follows:  MN Assoc. of Twps. – $120.00; IRS – $394.96; Timberjay – $17.94; Ruth L. Carlson – $26.71; Jeff Sanborn – $50.00; CLVTB – $2,958.32; Fryberger, Buchanan – $9,623.00; Border State Bank – $5,342.02; CLVFD – $25,000.00; CL Voyageur Days – $2,500.00; CL Sustainable Land Corp. – $400.00; and Payroll – $774.69.  All voted in favor and the motion carried.

 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

 

 

OLD BUSINESS

 

Land Exchange/Community Property Project: Ruth L. Carlson reported the following:  We have not received news of much progress on the exchange with the Forest Service.  The Corporation has not received the time line list from the Forest Service.  We assume the final closing will be as predicted the last quarter of the year 2013.  We have not received the easement for the hiking trail from the Forest Service.  This easement will ensure the continuation of the trail to the Gorge.  All easements and rental agreements will need to be signed by the closing of the Exchange.  Copies of Land Exchange reports are on file in the Clerk’s office.  Butch reported that the title issue for mineral rights has been taken care of.

 

CLWSD Report:  Rob Scott submitted the following:  All standards were met at the plant for June.  No update has been received on the RLK Litigation.  The District continues to work the feasibility studies for the Handberg Road and Bear Island Expansions.  Gary Cerkvenic has submitted the application paperwork for the 2014 State Bonding bill.

 

Assessor Status Report:  Butch has been researching the Township’s options.  A call will be made to the County for a quote for their assessment services.  A contract renewal has not been received from Jan Jackson to date.  A letter was received from Mike Harvey of the St. Louis County Assessor’s Office documenting the assessment issues found in Crane Lake Township.

 

Jacque Eggen Memorial Fund:  There was no update.

 

MAT Summer Short Course:  Ruth L. Carlson and Shannon Bibeau attended the Short Course.  Ruth reported that time was spent learning the CTAS program.  This is necessary for all treasurers to learn as it is used by all treasurers in the state.  The training was very beneficial to both Ruth and Shannon.  Other advice given to the treasurers was for every town to keep six months of expenses in the treasury at all times.  The Town of Crane Lake complies with this recommendation.  It was a full day of learning and appreciated by all in attendance.

 

Crane Lake Road Repair:  The Crane Lake Road is a State & Federal supported road.  Butch will contact Leiding Township Chairman Pete Glowaski about the letter to be written to legislators by the Supervisors of Leiding, Portage, and Crane Lake Townships.  Butch will also communicate with County Commissioner Forsman.

NEW BUSINESS

 

Treasurer Position:  Ruth L. Carlson official resigned as Treasurer and suggested that Shannon Bibeau be appointed Treasurer.

 

Treasurer Appointment and Oath of Office:  A motion was made by Jerry, supported by Butch, to accept Ruth L. Carlson’s resignation as Treasurer and to appoint Shannon Bibeau as the Treasurer until the 2014 Elections.  All voted in favor and the motion carried.  Shannon accepted the position, was given the Certificate of Appointment of Town Treasurer and took her Oath of Office.

 

Deputy-Treasurer Appointment and Oath of Office:  Newly appointed Treasurer Shannon Bibeau appointed Ruth L. Carlson to be her Deputy-Treasurer. Ruth L. Carlson was given the Certificate of Appointment of Town Deputy-Treasurer and took her Oath of Office.

 

St. Louis County Sheriff’s Volunteer Rescue Squad Donation:  The Board agreed no donation would be made.

 

 

Other New Business:  There was none.

Comments from Officers: Jerry thanked Ruth for serving as Treasurer and welcomed Shannon to the Board as Treasurer and Ruth as the Deputy-Treasurer.  Ruth said the Township would need to make plans with the Land Exchange going through.  A Planning Commission should be formed; a Planning Commission studies and recommends options to the Board for acceptance.  Ruth will research how a Planning Commission is formed and begin the process.
