TOWN OF CRANELAKE

BOARD OF SUPERVISORS’ MEETING

September 9, 2014

 

The September 9, 2014 Board of Supervisors’ Meeting was called to order by Vice-Chairman Jim Janssen at 7:35PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including:  Consultant Gary Cerkvenik, Supervisors Butch Eggen and Jim Janssen, Treasurer Shannon Bibeau, Clerk Jo Ann Pohlman, and six members of the community.

Supervisor Jerry Pohlman was absent.

 

 

BUSINESS

 

Additions to the Agenda:  Frontier Internet was added to New Business

 

Minutes – A motion was made by Butch, supported by Jim, to approve the minutes of the 8/12/14 Board of Supervisors’ Meeting.  All voted in favor and the motion carried.

 

Treasurer’s Report – Shannon read the August Cash Balances and presented the bills as follows:  Costin Group – $1,000.00; Postmaster – $49.00; Shannon Bibeau – $126.00; Charlotte Bystrom – $126.00; Deanne Howard – $135.00; Shirley Sanborn – $135.00; St. Louis County Auditor – $180.00; CLVTB – $15,046.45; and Payroll – $642.20. A motion was made by Butch, supported by Jim, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.

 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

 

 

OLD BUSINESS

 

Land Exchange/Community Property Project: Ruth L. Carlson reported the following:  As stated last month, the closing depends on the attorney’s schedules and priorities.  The Forest Service had scheduled the end of September for the closing.  It appears that is not a reality.  Last communications from the Forest Service informed the Corporation that we will not have a closing by the end of September.  Vacancies on the attorney’s staff, as well as other regional priorities, means the title package won’t get the attention it needs.  At this time the Forest Service doesn’t have an indication when we might receive the attorney’s closing instructions.  We patiently await attorney instructions.

 

Jacque Eggen Memorial Fund:  There was no report this month.

 

Crane Lake Road Repair:  Deena Congdon reported that the survey markers along the road are for patching and repair purposes and that the actual road repair/upgrade will not begin before 2016.

 

VNP-Visitor Center/Campsite:  Jim read a report sent by Mike Ward.  A visitor contact area at Crane Lake remains a priority with the Park.  The Park Service is not saying ‘no’ to any one party at this point.  All options remain open.  At some point the Park will come back to the community in public meetings and weigh the pros and cons of properties that best fit the park and the community.  The State has offered the concept of the Park taking over the parcel they purchased a few years back.  In which case, the Park would need space for a drive in campground elsewhere as that property would not meet all requirements.

 

Costin Group Report:  Gary Cerkvenik was present to determine what direction Crane Lake wanted him to go.

VNP Visitor Center/Campsite – Crane Lake is the last area to be considered for a center.  It was suggested that the VNP should look for a site separate from the State.  Crane Lake needs to let the Park know what they want.  The Township is considering a Public Meeting on September 23rd to get input and thoughts from the community.  Water Levels – A motion was made by Butch, supported by Jim, that the Township go on record as wanting no change to the current rule curve and approved Gary Cerkvenik to work in that direction.  All voted in favor and the motion carried.  County Road Upgrades – The County plans the work for 2016 from Orr to the VRT.  The Township would like to see a paved shoulder for biking and walking.  Bike Paths – A bike path is being considered from Ely to Buyck/Crane Lake along the Echo Trail.  Gary will look into the likelihood of this before the Township communicats with Ely for their interest and participation.  Bike Paths between Lake Vermilion and Crane Lake were also discussed.

NEW BUSINESS

 

Approve Election Judges for November:  A motion was made by Butch, supported by Jim, to approve the Clerk’s roster of those eligible for appointment to serve on the Election Board for the General Election on November 4, 2014.  All voted in favor and the motion carried.

 

Frontier Internet:  There is concern in the community about the internet service that is being received.  A letter will be written to the Frontier Government Relations Vice-President inviting his/her attendance at a Township meeting to explain the problems the area is having.

 

Other New Business:  There was none.

 

Comments from Officers:  Butch thanked everyone for coming to the meeting.

 

Public Comments: Deena Congdon suggested that an email list be created to advise the community of public meetings and other Township related issues.

 

 

Next Meeting:    Board of Supervisors’ Meeting, October 14, 2014, 7:30PM – Fellowship Hall
