TOWN OF CRANE LAKE
BOARD OF SUPERVISORS’ MEETING
September 10, 2024
The September 10, 2024, Board of Supervisors’ Meeting was called to order by Vice-Chairman Jim Janssen at 7:00PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Jim Janssen & Jeanne Shuck; Treasurer Traci Bak; Deputy-Clerk Gretchen Janssen; Campground Manager Serena Swenson; Clerk Jo Ann Pohlman; and two members of the community (including Zoom). Supervisor Jerry Pohlman was absent.
Additions to the Agenda: There were none.
Minutes – A motion was made by Jeanne, supported by Jim, to approve the minutes of the 8/20/24 Board of Supervisors’ Meeting. All voted in favor and the motion carried.
Treasurer’s Report –The August Cash Balances were read, and the bills were presented as follows: Costin Group – $1,250.00; Lake Country Power – $156.00; Jeff Truebenbach – $640.00; Anderson Outfitters – $436.57; CLVTB – $7,213.09; Braun Intertec – $1,277.50 & $880.50; S.E.H. – $36,181.62; Johnson, Killen & Seiler – $779.10; CR-Building Perform. – $2,944.44; Max Gray Construction – $118,256.82; and Payroll – $1,205.91. A motion was made by Jim, supported by Jeanne, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
The Clerk presented the correspondence. The correspondence was received and will be placed on file and acted upon as required.
OLD BUSINESS
VNP-Visitor Center/Campground:
Committee Report & Resulting Board Action: Gretchen provided the following report: The campground is substantially complete and ready for the health department inspection. Final (or very near final) invoice numbers are coming in from both contractors Max Gray and Casper. There are dollars remaining in the 1.9M direct appropriation fund allocated to Casper Construction. We have requested that those dollars be spent on paving the entire loop, adding a gate at the entrance, adding picnic tables and fire rings to each RV site, and adding plantings for privacy to the east end of the Visitor Center area (along Shuck’s property line) and adding trees to the campground. These items are still in the works and will create another change order. Casper will be back on site installing a septic trash basket during the week of Sept 16th and we have asked Casper to winterize the campground water lines at that time. The plumbing inspection occurred today at the Visitor Center. We anticipate a substantial completion walk through to be scheduled at the Visitor Center very soon.

Action items:
A motion was made by Jeanne, supported by Jim, to approve signature of Max Gray Construction’s Pay Application #12 for $178,785.43. All voted in favor and the motion carried. A motion was made by Jim, supported by Jeanne, to approve the above mentioned bills totaling $239,379.93. All voted in favor and the motion carried. Propane Application – Jim is working on the application. Insurance – MAT was contacted to cover the new Visitor Center. The Campground is included in the existing Township insurance. Jim had questions and will contact MAT for answers and report back to the Board. The Board considered different deductible options and will decide in October. SAMS – The issues with the Township SAMS account have been remedied allowing the Township to receive rental payments from the VNP for the Visitor Center. The first payment should be in the bank account soon. Sewer bill: The Township will begin paying the CLWSD for sewer service in October. The rate will be: 38RV Sites x .48EDU = 18.24EDU’s + 1EDU for the Visitor Center. 19.24EDU’s x $86 (per EDU) = $1,654.64 each month. EDU stands for Equivalent Dwelling Unit.

Campground Manager Report: Serena Swenson provided the following report:
Things in progress:
Recrego Software set-up. Initial set-up meeting is complete. Next meeting scheduled for October 1st. Should be fairly simple and quick. Recreogo can be up and running by November 1st or shortly after.
Visitor Center manager is going to switch offices from the one at the far end of the hall to the one directly behind the VNP volunteer/staff will be located. This way the manager is more accessible to visitors and campers at the front desk as well as assisting and working with VNP employees.
Research for picnic tables and fire rings for the campground is complete. Pilot Rock is the company that we will most likely go with. Finalizing quotes with Pilot Rock and will send over final information as soon as it is available.
Manager received the computer that will be used and will get it set-up with e-mail and Microsoft Office etc. shortly.
Bayside Drive Upgrade: Construction on Bayside Drive is substantially complete. The Township is awaiting project closeout.
American Rescue Plan Act Fund ($1,111.15): The Board must find a way to spend the money by the end of the year.
McKie Easement Request: There was nothing new to report.
VNP Ice Road Management Plan: There was nothing new to report.
Bayside Drive Maintenance: The Board is preparing an agreement/contract for blading and summer maintenance with Rutchasky Enterprises. The St. Louis County application for winter plowing is in process.
Dark Sky Crane Lake: There was nothing new to report.
Community Action Plan: Jeanne will have a report at the October meeting.
