BOARD OF SUPERVISORS’ MEETING

September 10, 2019

The September 10, 2019 Board of Supervisors’ Meeting was called to order by Vice-Chairman Jim Janssen at 7:30PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Katie Congdon & Jim Janssen; Treasurer Traci Bak; Clerk Jo Ann Pohlman; and 1 member of the community.  Supervisor Jerry Pohlman was absent.

BUSINESS

Additions to the Agenda:  – There were none.

Minutes – A motion was made by Katie, supported by Jim, to approve the minutes of the 8/13/19 Board of Supervisors’ Meeting.  All voted in favor and the motion carried.

Treasurer’s Report –The August Cash Balances were read and the bills were presented as follows: Costin Group – $1,250.00; Lake Country Power – $146.56; CLVTB -$20,768.22; and Payroll – $849.14.   A motion was made by Jim, supported by Katie, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried. 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

OLD BUSINESS

Costin Group Report:  There was none.

VNP-Visitor Center/Campsite: 

Committee Report: Holly Larson of the Rivers, Trails and Conservation Assistance Program will be at the next CLVTB meeting to talk about the Visitor Center and possible space in the Center for the CLVTB.  Christina Hausman of the Voyageurs National Park Association has provided an invitation to dinner at Nelson’s on 9/13/19 at 6:30PM for an informal gathering.  

Grounds Clean-up:  There was no new report.

Docks:  There was no new report. 

CIC Covenants/Unit 13:  The CIC/Covenants Committee – consisting of Jerry Pohlman, Butch Eggen and Deena Congdon had nothing new to report.

Easements/Trespassing:  Deena Congdon spoke with Jeanne Shuck of the Unit 13 property; they had a survey done on their property as of a week ago. The property is staked to advise against possible trespassing.

ATV Use:  Bruce Beste reported that the bridge has been completed but will not be in use until the ribbon cutting on September 20th.  Senator Tom Bakk will be the MC at the ceremony.  Pete Stauber will be in attendance on Saturday as well as St. Louis County Commissioners and other dignitaries.  The Ride and Rally is planned for September 20th to September 22nd.   Tomorrow’s meeting is at Voyagaire.  Bougalis and Sons has been awarded the bid for the trail work between Crane Lake and Vermilion Falls Gorge.  The Club will be hearing soon as to extra funding.  The trail will be complete by next June. 

Trails Report:  There was nothing new to report.

Land Use Project:  Because the community is so involved in developing the Visitor Center/Campground area, the development of the Land Exchange area will be addressed later on.

IRRRB Voyageur Statue Work:  Work is in progress at the site. 

Scott’s Seaplane Base:  There is a survey at Scott’s for pilots to complete.

Credit Card for Township:  There was no action.

Town of Crane Lake Meeting Minutes – September 10, 2019

NEW BUSINESS

USFS Open Houses – Needs Assessment:  The USFS is holding two Open Houses – 9/23/19 at Vermilion Community College in Ely from 4:30-7:00pm and 9/26/19 at Cook County Courthouse, Grand Marais from 4:30-7:00pm – to determine the public’s and the Agency’s needs for recreational commercial services across the Superior National Forest. CDBG Program Requalification:  St. Louis County Planning and Community Development Department provided an amendment to be signed and returned as soon as possible to avoid a reduction in funding for HUD.  A motion was made by Jim, supported by Katie, to approve signature of the Joint Cooperation Agreement between the County of St. Louis and the Town of Crane Lake – Amendment No. 3.  All voted in favor and the motion carried.

County Input-Permitting of Short-Term Rentals (Vacation Homes):  St. Louis County has been gathering input and reviewing the need for permitting of short-term rentals (vacation homes). Other New Business:  There was none.  

Comments from Officers:  Katie informed that Board that she would be resigning after the October meeting as she and Nick are moving.  Jim thanked Bruce Beste for his work on the ATV club.
