TOWN OF CRANELAKE

BOARD OF SUPERVISORS’ MEETING

August 12, 2014

 

The August 12, 2014 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 8:00PM at the Crane Lake Volunteer Fire Department Hall with the Pledge of Allegiance recited by those in attendance including:  Supervisors Butch Eggen and Jerry Pohlman, Treasurer Shannon Bibeau, Clerk Jo Ann Pohlman, and one member of the community.

Supervisor Jim Janssen was absent.

 

 

BUSINESS

 

Additions to the Agenda:  There were none.

 

Minutes – A motion was made by Jerry, supported by Butch, to approve the minutes of the 7/8/14 Board of Supervisors’ Meeting.  All voted in favor and the motion carried.

 

Treasurer’s Report – Shannon read the July Cash Balances and presented the bills as follows:  Jo Ann Pohlman – $107.52; Costin Group – $2,000.00; Cook News-Herald – $93.00; CLVTB – $14,372.88 and Payroll – $531.38.  A motion was made by Butch, supported by Jerry, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.

 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

 

 

OLD BUSINESS

 

Land Exchange/Community Property Project: Ruth L. Carlson submitted the following report:  The closing date is nearing.  It will depend on the attorney’s schedule and priorities.  The Forest Service has the end of September as the completion goal.  Our closing consultant, Deena Congdon, has inquired of Liz Schleif, Forest Service Realty Specialist, if anything needs to be done by the Corporation before the closing.  This would insure a smooth closing.  To date the Corporation has completed all known Forest Serviced requirements.  Ruth suggested that a celebration be planned for the closing.

 

Jacque Eggen Memorial Fund:  There was no report this month.

 

Crane Lake Road Repair:  There was no report this month. There was a request that the County be contacted to grade the Handberg Road.

 

VNP-Visitor Center/Campsite:  VNP Superintendent Mike Ward called the Township on August 4th advising that he planned to meet with the DNR on August 8th and would then communicate with the Township.  Since communication has not been received to date, the Township Clerk will email Mr. Ward suggesting an informational meeting be scheduled, if there is any pertinent information to be shared.  If there is just general information, the informational meeting will be scheduled prior to the September Board of Supervisor’s meeting.

 

Costin Group Report:  Gary Cerkvenik provided the following:  After review of some funding options, I think the Township may be eligible to submit an application jointly with perhaps the Voyageurs National Park or the State to advance an expanded boat ramp and entrance facility for the VNP and Crane Lake.  I think the new Parks and Trails Regional funding system in the Legacy category may fit with this goal.  Could a representative of the Board be available for a meeting with the Park and me to begin discussions?  Butch volunteered to meet with the Park and Mr. Cerkvenik as the Township Board Representative.  Further, I would like to see if the Township is interested in advancing bike trails between Crane Lake and Ely, as some have discussed? The Board agreed that a bike/hiking trail between Orr and Crane Lake in conjunction with the pending road repair, to benefit local businesses, should be pursued prior to pursuing a trail connecting Ely and Crane Lake.   Finally, I know you may want me to work on the water level issue, but I should receive specific direction from the Board prior to that work.  The Board agreed that Mr. Cerkvenik should work on the water level issue and will provide more specific direction after receiving Jim Janssen’s report following his attendance at the International Lake of the Woods Basin Water Quality Plan of Study Team public meeting, which was in International Falls this evening.

OLD BUSINESS (Cont.)

 

Fireworks Donation Fund:  The Township is required to pass a resolution to accept donations for the fireworks.  A motion was made by Jerry, supported by Butch, to adopt Resolution No. 2014-07 authorizing the Town of Crane Lake to accept donations for the Crane Lake Fireworks display held on July 4th of each year.  All voted in favor and the motion carried. All donations will go to a specific account for fireworks expenditures.

 

 

NEW BUSINESS

 

Water Board Representative & Meeting:  The Board would like to recognize Rob Scott’s representation to the Water Board and his reports back to this Board.  The Supervisors present suggested that Jim Janssen become the new Representative and will ask him if he is willing to serve in that capacity.  A report of tonight’s meeting, which Jim is attending, shall be provided at the September meeting.   Information received will be supplied to Gary Cerkvenik for his work for the Township on water levels.

 

Water Levels:  Jim emailed to the Clerk that he would like to go on record at this meeting that he is in support of the Township sending a letter saying we are in favor of the current rule curve.  The Supervisors present discussed the water levels and conversations with community members.  They felt that more information and conversation was needed before sending a letter.

 

Community Action Plan Revisit:  The Board felt the Land Exchange should be completed before revisiting the Community Action Plan (CAP).

 

Other New Business:  There was none.

 

Comments from Officers:  Jerry wished to thank Rob Scott for representing the Township at the Water Board meetings.  He also wished to thank Ruth L. Carlson and all others involved with the Land Exchange for their hard work.  Butch echoed Jerry’s sentiments.  Butch was glad everyone had a safe and good time at the Power Boat races.  He also mentioned that there will be a Destinations Voyageur National Park meeting on September 10th at Nelson’s Resort.  All are welcome to attend.
