TOWN OF CRANE LAKE
BOARD OF SUPERVISORS’ MEETING
August 18, 2020
The August 18, 2020 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:35PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Kara Knutson and Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman and one member of the community. Supervisor Jim Janssen was absent.
BUSINESS
Additions to the Agenda: There were none.
Minutes – A motion was made by Kara, supported by Jerry, to approve the minutes of the 7/14/20 Board of Supervisors’ Meeting. All voted in favor and the motion carried.
Treasurer’s Report –The July Cash Balances were read and the bills were presented as follows: Costin Group – $1,250.00; Lake Country Power – $146. 56; Cook News-Herald – $147.00; Shannon Bibeau – $30.25; Jill Crain – $159.50; Shirley Sanborn – $181.50; Debora Scott – $181.50 & $39.99; Lutefisk Tech. – $319.60; Jeff Truebenbach – $525.00; CLVTB – $16,752.57; and Payroll – $609.80. A motion was made by Jerry, supported by Kara, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required.
OLD BUSINESS
Costin Group Report: There was no new report.
VNP-Visitor Center/Campsite:
Committee Report: There was no report; however, an email was received from the LCCMR with notification that the CL Visitor Center proposal was approved for funding. Jim presented the Crane Lake funding request at the 7/30/20 Zoom Meeting. The Board is considering Kristen Scott’s offer to sell her property, but feel the requested amount is high. The current valuation of the property is $112,500, while her request was $325,000 with a non-refundable 10% down payment
Grounds Clean-up: No Report.
Docks: No Report.
CIC Covenants/Unit 13: The updated CIC document was forwarded to the Shuck’s for their review and input.
ATV Use: There was no report.
Trails Report: There was no report.
Land Use Project: Because the community is so involved in developing the Visitor Center/Campground area, the development of the Land Exchange area will be addressed later on.
IRRRB Voyageur Statue Work: Rob Scott emailed a report stating that the kiosk was being installed, flag poles (US and Canadian) were being erected and a restroom was being installed.
Scott’s Seaplane Base: There was no new report.
Neighborhood Watch Report: There has been no new activity in the area.
MPCA-Ground Water Monitoring – Former Borderland Property: There was nothing new to report.
Handberg Road Public Water Access – Roadside Parking Hazard: A response was received from St. Louis County Traffic Engineer Victor Lund to the Township’s letter of 7/14/20 requesting action to remedy the situation. Mr. Lund requested Township action stating their request. A motion was made by Jerry, supported by Kara, to request that “No Parking” signs be placed – on both sides of the road – from Handberg’s entrance sign to the bottom of the hill and just beyond the houseboat landing heading south. All voted in favor and the motion carried.

NEW BUSINESS
Helipad Lease: The Fire Department requested that the lease between the State of Minnesota, Dept. of Admin. acting for the benefit of the Dept. of Transportation and the CL Volunteer Fire Department be changed to between the State of Minnesota and the Town of Crane Lake as it is believed that the Township’s insurance would cover the lease requirements at no additional cost. A motion was made by Jerry, supported by Kara, to approve signature of the lease/license between the State of Minnesota and the Town of Crane Lake upon review of the Township’s insurance policy for required coverage and the re-wording of the document naming the Town of Crane Lake as the Licensee. All voted in favor and the motion carried.
Public Meeting: A combined Public Meeting with the Township and the CLWSD is scheduled for September 2nd at 4PM at the Fellowship Hall regarding the proposed annexation of the Kicker Boulevard area to the CLWSD. The meeting will also be held via Zoom.
Other New Business: None
Comments from Officers: Jo Ann reported that affidavits of candidacy for two Supervisor positions and the Clerk position were forwarded to St. Louis County for inclusion on the November General Election ballots.
