TOWN OF CRANE LAKE

BOARD OF SUPERVISORS’ MEETING

August 13, 2019

The August 13, 2019 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:35PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Katie Congdon & Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman; and 7 members of the community.  Supervisor Jim Janssen arrived at 7:45PM.

BUSINESS

Additions to the Agenda:  – There were none.

Minutes – A motion was made by Katie, supported by Jerry, to approve the minutes of the 7/8/19 Board of Supervisors’ Meeting.  All voted in favor and the motion carried.

Treasurer’s Report –The July Cash Balances were read and the bills were presented as follows: Postmaster – $55.00; Costin Group – $1,320.76; Couri & Ruppe – $50.00; Lake Country Power – $146.56; Randy Clemmer – $150.00; CLVTB -$18,070.06; and Payroll – $599.81.   A motion was made by Jerry, supported by Katie, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried. 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

OLD BUSINESS

Costin Group Report:  There was none.

VNP-Visitor Center/Campsite: 

Committee Report: The Township is still in the running for LCCMR funding.

Grounds Clean-up:  The County will be providing a few loads of gravel to the temporary parking area in the old Borderland area.

Docks:  There was no new report. 

CIC Covenants/Unit 13:  The CIC/Covenants Committee – consisting of Jerry Pohlman, Butch Eggen and Deena Congdon reported that Jerry had spoken to Twp. Attorney Bob Ruppe asking if most or all of the covenants of the CIC could be removed without removing the CIC.  Mr. Ruppe advised that the cleanest action would be to remove the CIC.  The Board discussed hiring an attorney more versed in CIC’s.  A motion was made by Jim, supported by Katie, to explore the option of working with Trenti Law Firm on the CIC and to ask for a cost estimate.  All voted in favor and the motion carried.  Jerry will contact the Firm.

Easements/Trespassing:  A letter was received from the Shucks regarding trespassing on their property by neighbors wishing to access their dock on Township land near the Shuck’s property (Unit 13).  The Shucks will have a survey done, at their expense, to mark the property boundary.  The Stuart McKies sent a letter requesting unobstructed access to their dock on Township property.  Neighbors expressed their desire to access their docks without trespassing on the Shuck’s land.  The Board recalled verbally assuring the McKies access to their dock prior to the Township purchasing the Braaten property.  A motion was made by Jim, supported by Katie, that there would be foot traffic only on the Township property from the access road northwest and the Crane Lake Road to the lake.  No one should be driving on Township property, nor parking except in the designated parking area.  All voted in favor and the motion carried.

ATV Use:  Bruce Beste reported that the next 40 days would be interesting.  The trail is under construction on both sides of the Vermilion River.  Abutments for the bridge will be installed next week.  Decking will be delivered by August 23rd.  The bridge is planned to be set on August 29th or 30th. The trail will be filled to meet the bridge on either side and the equipment will be removed in early September.  The ribbon cutting will be on the Ride and Rally weekend of September 20 – 22.  Work for the trail between Crane Lake and the Gorge is out for bid with the opening schedule for August 29th.  The County will review on September 3rd and recommend the contract award.  The County Board will sign the contract award on September 10th.   The next meeting is scheduled for tomorrow at Voyagaire Lodge. 

Trails Report:  There was nothing new to report.   

Town of Crane Lake Meeting Minutes – August 13, 2019

Land Use Project:  Because the community is so involved in developing the Visitor Center/Campground area, the development of the Land Exchange area will be addressed later on.

IRRRB Voyageur Statue Work:  The project is out to bid. 

Scott’s Seaplane Base:  There was nothing new to report.

Credit Card for Township:  There was no action.

NEW BUSINESS

Donation – Voyageur Days Committee:  The Board decided to wait until the Committee runs out of money to commit to a donation.  Donation was not approved.

Donation – Sponsor 6th Annual Crane Lake 5K run/walk to benefit Haakyn Mohr:  The Township can only donate to projects/events that contribute to the entire community and not for individual purposes. Donation was not approved.

Other New Business:  There was none.  

Comments from Officers:  Jim commented that it was nice to see new faces at the meeting, Jerry echoed the comment.  Jo Ann advised that there would be an additional election in 2020 for the Presidential Nomination Primary on March 3rd.

Public Comments:  There were none.

Next Meeting:   Board of Supervisors’ Meeting – September 10, 2019 – 7:30PM, Fellowship Hall

There being no further business, the meeting was adjourned at 8:20PM.
