BOARD OF SUPERVISORS’ MEETING

July 14, 2020

The July 14, 2020 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:35PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Guest Speaker VNP Superintendent Bob DeGross; Supervisors Kara Knutson, Jim Janssen and Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman and one member of the community. 

BUSINESS

Additions to the Agenda:  Public Meeting with the CLWSD was added to New Business.

Minutes – A motion was made by Jim, supported by Kara, to approve the minutes of the 6/9/20 Board of Supervisors’ Meeting.   All voted in favor and the motion carried.

Treasurer’s Report –The June Cash Balances were read and the bills were presented as follows: Costin Group – $1,250.00; Lake Country Power – $146.56; IRS – $414.17; Watering Can Garden Shop – $652.48; Jeff Truebenbach – $525.00; CLVTB – $7,035.83; Border State Bank – $4,527.25; Art Driggs – $3,630.00; CLVFD – $27,500.00; and Payroll – $817.58.  A motion was made by Kara, supported by Jim, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried. 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

OLD BUSINESS

Costin Group Report:    There was no new report. 

VNP-Visitor Center/Campsite:   

Committee Report:  There was no report; however, an email was received from the LCCMR with notification that the CL Visitor Center proposal was selected to be presented before the commission for further consideration of funding from the Environment and Natural Resources Trust Fund (ENRTF).  Date and Time of the Zoom Meeting is 7/30/20 at 1:45PM.  Someone will plan to attend. 

Grounds Clean-up: No Report.

Docks:  No Report.

CIC Covenants/Unit 13: The Committee reviewing the CIC recommended that the Board accept the changes made to the CIC by Bryan Lindsay of the Trenti Law Firm.  A motion was made by Jerry, supported by Jim, to accept the Committee’s recommendation approving the changes to the CIC and to forward the document to the Shuck’s for their review.  All voted in favor and the motion carried. 

ATV Use: There was no report.  There is a meeting at Trails End on August 12, 2020.

Trails Report:  There was no report.

Land Use Project:  Because the community is so involved in developing the Visitor Center/Campground area, the development of the Land Exchange area will be addressed later on.

IRRRB Voyageur Statue Work: There was no report.  A motion was made by Jerry, supported by Kara, to approve signature of the Grant Contract Amendment #2 extending the Term of the Grant Agreement until August 31, 2020 or until all obligations have been satisfactorily fulfilled.  All voted in favor and the motion carried. 

Scott’s Seaplane Base:  There was no new report.

Neighborhood Watch Report:  There has been no new activity in the area.

MPCA-Ground Water Monitoring – Former Borderland Property:  There was nothing new to report.

NEW BUSINESS

Update on Park Operation from VNP Superintendent Bob DeGross:  Bob provided a spreadsheet showing a comparison of 2019/2020 camping reservations.  Overall reservations were up – 21% in May, 46% in June and 42% in July/August.  Visitors to the Park were also increased.  VNP has 133 small campsites; 27 large campsites; and 2 group campsites for up to 30 people per site. There will be a Press Release issued soon announcing the opening of all sites at the King Williams and Mukooda sites.  YCC group work is planned for the Mukooda Trail in late August.  More programs may be organized for each community in August.

Election Judge Appointments:  A motion was made by Kara, supported by Jerry, to approve the Clerk’s recommendation for election judge appointments.  All voted in favor and the motion carried. 

Handberg Road Public Water Access – Roadside Parking Hazzard:  An email letter will be sent to those names recommended by St. Louis County Sheriff’s Office Deputy Brett Lucas to hopefully remedy the hazard. A motion was made by Jim, supported by Kara, to send the letter.  All voted in favor and the motion carried.

Public Meeting:  A combined Public Meeting with the Township and the CLWSD is being planned for September 2nd   regarding the proposed annexation of Kicker Boulevard area to the CLWSD.  The meeting may be held via Zoom.

Other New Business: None       

Comments from Officers:  Kara commented on the number of photos of the Crane Lake Fourth of July Parade in the Cook News-Herald.  Jo Ann advised that filing for Township offices will be open from July 28th through August 11th; and that Primary Elections will be on August 11th

Public Comments:  There were none.

Next Meeting:   Board of Supervisors’ Meeting – August 18, 2020 – 7:30PM, Fellowship Hall

There being no further business, the meeting was adjourned at 8:05PM.
