BOARD OF SUPERVISORS’ MEETING

June 14, 2022

 

The June 14, 2022, Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:32PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including Supervisors Brandon Anderson, Jim Janssen & Jerry Pohlman; Treasurer Traci Bak; Deputy-Clerk Gretchen Janssen; Clerk Jo Ann Pohlman; and four members of the community.

 

BUSINESS

 

Additions to the Agenda:  There were none.

 

Minutes – A motion was made by Jim, supported by Jerry, to approve the minutes of the 5/10/22 Board of Supervisors’ Meeting, and the 5/18/22 and 5/20/22  Bayside Drive Informational Meetings.   All voted in favor and the motion carried.

 

Treasurer’s Report –The May Cash Balances were read, and the bills were presented as follows: Costin Group – $1,250.00; Lake Country Power – $156.00; MATIT – $813.00; CLVTB – $2,936.67; St. Louis County – $52.00; Premier Pyrotechnics – $850.00; Johnson, Killen & Seiler – $5,144.60; and Payroll – $758.43.  A motion was made by Jim, supported by Brandon, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried.

 

The Clerk presented the correspondence.  The correspondence was received and will be placed on file and acted upon as required.

 

OLD BUSINESS

 

VNP-Visitor Center/Campsite:

Committee Report & Resulting Board Action:  Gretchen Janssen provided the following report:  On May 12th the Town’s request for a conditional use permit and variance were both approved.  Thank you to those of you who attended that meeting.  Later that day a committee meeting was held to continue making progress on plans.  Packets should be ready to go out to bid by next month.  Our engineers suggest we ask for an 18-month warranty period from our contractors (12 month is standard).   The Township and County’s annual “grant monitoring” review with the DNR (as required by the LCCMR) was completed on June 2nd.  Legal work to dissolve the CIC has been completed by our attorney and is under review by the LCCMR.  There has been a lot of back and forth on that topic.   There will be a “final review” of the Visitor Center building plans the week of June 20th.  You are encouraged to analyze these documents and ask questions now, so that future issues will not be considered “change orders”.    Attached please find a spreadsheet of expenses to approve.  May Visitor Center bills from the engineer and architect total $1520 and $7500 respectively.  May Campground bills from the engineer total $9218, bringing the total amount to approve at $18,238.00.   Last month the Town was awarded an IRRRB grant in the amount of up to $2,707 to help with start-up costs for the campground including the creation of a logo and website.  The committee would like the Town board’s opinion to select a name for the campground to begin spending this money.  The following names have been suggested: “Crane Lake Camp 40 RV Park“ or “Crane Lake Voyageur Campground”.

Action items: 

  • Choose a name for the campground. A motion was made by Jerry, supported by Jim, to select Crane Lake Camp 40 RV Park as the name for the RV park.  All voted in favor and the motion carried.
  • Approve expenses. A motion was made by Brandon, supported by Jim, to approve the bills presented as follows: E.H. – $1,520.00 & $9,218.00, and ARI – $7,500.00 – Total $18,238.00.  All voted in favor and the motion carried.
  • Do you prefer a 12 month or an 18 month warranty period on the Visitor Center bid package? Not addressed at this time.

Please review the Visitor Center final floor plans within the week and send comments to SEH or to the committee.

 

Bayside Drive Upgrade:  Informational Meetings were held with Bayside Drive property owners on 5/18/22 and 5/20/22 to discuss the proposed changes to Bayside Drive.  The following documents presented by the Johnson, Killen & Seiler law firm were addressed:  A motion was made by Jim, supported by Brandon, to approve signature of the Waiver of Personal Service by the Clerk stating that true and correct copies of the Town Road Establishment Petition and the Order Setting Forth Initial Descriptions and Setting Hearing Date, dated April 28, 2022, were received.  All voted in favor and the motion carried.

Bayside Drive Upgrade: (Cont)

A motion was made by Jim, supported by Jerry, to sign the Amended Order Setting Forth Initial Descriptions and Setting Hearing Date changing the Bayside Drive Hearing date from June 28, 2022 to July 27, 2022, at 7PM at the Crane Lake Chapel Fellowship Hall. All voted in favor and the motion carried.  A request by Bayside Drive property owner Corey Klinefelter to schedule a meeting with Bayside Drive property owners and the Township engineer to determine alternative road options was discussed.  The Board is considering a meeting for Thursday, June 23rd with the S.E.H. engineer, a St. Louis County representative knowledgeable in road construction, and Bayside Drive residents.  Jim will communicate with Gary Cerkvenik and attorney Roy Christensen to organize the meeting.

 

ATV Report:  Mark Anderson reported that seven culverts had been installed, an enclosed trailer had been purchased and signage was being worked on.  Trails are being graded and portable toilets are in place.

 

Trails Report:  There was no Report

 

American Rescue Plan Act Fund:  The expenditure of funds is yet to be determined.  Quarterly reports are being made.

 

Broadband Committee Report:  There was no report.

 

CIC:  The LCCMR is reviewing the CIC changes made by Attorney Roy Christensen.  Part of the change will include providing land to the Shucks to make their lot conforming and providing an easement for lake access to the Shuck property.  The Board has not reviewed the CIC changes.

 

NEW BUSINESS

 

Flooding:  Emergency Management will be collecting used sandbags.  Individuals will be asked to transport sandbags from their private property to the County Road for pick up.  Debris removal and disposal is also being reviewed.  Options will be posted at the Post Office.

 

Liquor License Renewals:  A motion was made by Brandon, supported by Jerry, to grant Scotts Crane Lake Bar & Grill, Inc.’s request for renewal of Combination On/Off Sale & Sunday On-Sale Intoxicating Liquor license. All voted in favor and the motion carried.

 

Fireworks:  A letter was received advising the Board that the expense of fireworks product had increased.  A motion was made by Brandon, supported by Jerry, to approve the extra expense of $850 for this year’s fireworks display.  All voted in favor and the motion carried.

 

Other New Business:  Gretchen Janssen advised those present that there would not be a Boat Parade on July 4th and that Posters listing Crane Lake summer activities had been completed and will be posted at local businesses.

 

Comments from Officers:  Jerry thanked all the volunteers for their sandbagging efforts and those providing food to the volunteers – a special thank you goes to Beth Bak and Mark Anderson for organizing the effort.  Jo Ann advised that she would be attending Clerk election training near the end of the month.
