BOARD OF SUPERVISORS’ MEETING

May 24, 2016

 

The May 24, 2016 Board of Supervisors’ Meeting was called to order by Chairman Jim Janssen at 7:34PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Butch Eggen, and Jim Janssen; Treasurer Traci Bak; Clerk Jo Ann Pohlman and 2 members of the community.

 

BUSINESS

 

Additions to the Agenda: Partnership with County was added to New Business

 

Minutes – A motion was made by Butch, supported by Jim, to approve the minutes of the 4/12/16 Board of Supervisors’ Meeting and the 4/12/16 Board of Appeal Meeting. All voted in favor and the motion carried.

 

Treasurer’s Report –The April Cash Balances were read and the bills were presented as follows: Cook News-Herald – $54.00; Costin Group – $1,000.00; Lutefisk Tech. – $33.90; St. Louis County Auditor – $52.00; Quill – $17.14; Victor Lundeen – $248.32; Crane Lake Voyageur Days – $1,500.00; CLVTB – $435.97; and Payroll $912.69.  A motion was made by Jim, supported by Butch, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried.

 

The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required. A motion was made by Butch, supported by Jim, to approve expenses for anyone wishing to attend the Summer Short Course.  All voted in favor and the motion carried.

 

OLD BUSINESS

 

Land Exchange/Community Property Project: Ruth L. Carlson’s emailed report stated that the last piece of work to finalize the exchange is a correction of an easement which had incorrectly listed the number of the road (Handberg Road). The papers for this correction have been filed by Attorney Huck Andresen and submitted to the Forest Service.  The papers are in the Milwaukee Office of the Forest Service.  To try and speed this process, I have been in contact with Huck and this month asked Elizabeth Schleif, Realty Specialist, U.S. Forest Service if she might help us.  She has responded with the knowledge that she has been communicating with Huck about the paperwork but realizes that it has stalled.  She will see what she can do.

 

Jacque Eggen Memorial Fund: Butch spoke with Melissa of the CLVTB who plans to get in touch with the St. Louis County Right-of-Way representative to see if the County would landscape the area on the pond side of the bridge while doing the road work this summer.  Carole Scott has suggestions for the landscaping.  Community member Mark Anderson recommended that County Commissioner Rukavina be contacted if help was needed.

 

Costin Group Report: Gary Cerkvenik email the following report:  Continue work on the visitor center, road shoulders and trails.

 

Crane Lake Road Repair: The construction company has placed signs along the roads advising of road construction.  Work will begin on June 1.

 

VNP-Visitor Center/Campsite: Committee Co-Chair Deena Congdon reported that VNP Acting Supervisor William Carlson is waiting for Rep. Nolan to get appropriations to support National Parks. The VNP wants to work with the state for a visitor center at the Bayside Drive Public Water Access.  The Park feels the campground should be privately held.  Township Land Acquisition:  The Board discussed the Commercial Non-binding Letter of Intent provided to the Township by Deena Congdon of Re/Max.  A motion was made by Butch, supported by Jim, to submit the Letter of Intent to the Township attorney for review.  All voted in favor and the motion carried.

 

Frontier Internet: New equipment has been installed; however, there is difficulty with the ‘cut over’ from old equipment to new. Hopefully the transition will occur around June 1. Verizon service is still an option for Crane Lake.

 

ATV Use: Mark Anderson reported for Bruce Beste that all 7 County Commissioners voted in favor of opening roads for ATV use at their meeting today.  Congressman Nolan’s office is working on federal approval of opening roads to ATV use.  There is optimism for the project.

 

 

Town of Crane Lake Meeting Minutes – May 24, 2016

 

 

Trails Report: The Trails Committee held their first meeting on March 30, 2016.  Deena Congdon volunteered to be the temporary Chairperson.  Tim Engrav of the USFS will be contacted to discuss the process for proper signage along trails, having the trails cleaned up and looking into new trail development.  Deena will talk to the snowmobile club about helping with grooming future snowshoe/cross country ski trails; and looking into available grants. The VNP will be contacted about opening up the old Mukooda Trail and research other trail development in the Park.  The group discussed maps, GPS/compass rental, and history/signage along trails.  Emails will be sent when a clearing crew is needed.

 

Crane Lake Comprehensive Plan: The final draft of the Plan has been received.  The Board completed the IRRRB FY15 Comprehensive Plan Grant Program Final Report to be submitted to the IRRRB for grant reimbursement.

 

MN Dot Aeronautics: There was nothing new to report.

 

Boat Race Levied Money: The Board requested more information from the Voyageur Days Committee prior to committing to allotting the money to the Committee for event expenses.

 

 

 

NEW BUSINESS

 

Change Meeting Dates (Elections): A motion was made by Jim, supported by Butch, to change the August meeting from the 9th to the 16th and the November meeting from the 8th to the 15th.  All voted in favor and the motion carried. The corrected Meeting Notice will be posted.

 

Partnership with St. Louis County to access funding: The Board agreed there would be no change.

 

Other New Business: There was none.

 

Comments from Officers: There were none.

 

Public Comments: Mark Anderson commented that Congressman Nolan’s office is working on bridges and trails.  Deena Congdon commented on the lack of support for the Hospital District by Townships in the surrounding area.

 

Next Meeting:    Board of Supervisors’ Meeting – June 14, 2016, 7:30PM – Fellowship Hall
