TOWN OF CRANE LAKE
BOARD OF SUPERVISORS’ MEETING
April 10, 2018
The April 10, 2018 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 5:35PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Butch Eggen, Jim Janssen and Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman; and 3 members of the community.
BUSINESS
Additions to the Agenda: Water Levels and Property Taxes were added to New Business.
Minutes – A motion was made by Jim, supported by Butch, to approve the minutes of the 3/13/18 Board of Supervisors’ Meeting. All voted in favor and the motion carried.
Treasurer’s Report –The March Cash Balances were read and the bills were presented as follows: Costin Group – $1,250.00; Lake Country Power – $146.56; Jo Ann Pohlman – $80.25; Jeff Sanborn – $50.00; Postmaster – $50.00; Cook News-Herald – $70.00; Couri & Ruppe – $285.00; IRS – $534.28; CLVTB – $1,566.32; and Payroll – $601.70. A motion was made by Butch, supported by Jim, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required.
OLD BUSINESS
Jacque Eggen Memorial Fund: There was no report.
Costin Group Report: There was no report.
VNP-Visitor Center/Campsite: Moved to the end of the meeting.
ATV Use: Traci reported for Bruce that Bruce was in St. Paul and had handed out 48 ATV packets to Senators and Representatives. The ATV meeting will be at the Cook Old Muni tomorrow evening at 6:30PM.
Trails Report: There was no report.
Land Use Project: There was no report.
IRRRB Voyageur Statue Work: Rob Scott provided a report to the Board. The IRRRB funding for the statue project is still in the works. To get this done correctly, Rob is attempting to obtain an additional $50,000 in funding over the original $87,600 received. The additional funds will give the basic upgrade that was originally put together with a bigger and better kiosk along with a handicap restroom facility. It may delay construction, but a little sacrifice in time vs. product is warranted.
CIC Covenants/Unit 13: Township Attorney Bob Ruppe told Jerry in a telephone conversation that there are a lot of covenants in the CIC that should be changed. The best solution would be to remove the CIC, but further review is needed. Mr. Ruppe has requested a copy of the plat. Jim will work on providing one.

NEW BUSINESS
Tobacco License Approvals: A motion was made by Jim, supported by Butch, to adopt Resolution #2018-02 approving the issuance of a tobacco products license for Anderson Canoe Outfitters, Inc. d/b/a/ Anderson Canoe Outfitters, Inc. for the year ending the 31st day of December, 2018 and to adopt Resolution #2018-04 approving the issuance of a tobacco products license for Scotts of Crane Lake d/b/a Scotts Seaplane Base, Store & Service for the year ending the 31st day of December, 2018. All voted in favor and the motion carried. A motion was made by Jim, supported by Butch, knowing that he had a conflict as an owner of Nelson’s Resort, to adopt Resolution No. 2018-03 approving the issuance of a tobacco products license for Nelson’s Resort, Inc. d/b/a as Nelson’s Resort, Inc. for the year ending December 31, 2018. Jim and Butch voted in favor, Jerry abstained and the motion carried.
Spring Clean-Up Day: Clean-up day will be revisited next month when the snow is hopefully gone. The Township is planning to organize a group to clean up the Township’s newly purchased property.
Early Tax Distribution: The Board declined an early property tax distribution.
Water Levels: The Water Levels Committee of the International Rainy-Lake of the Woods Watershed Board has directed the operators of the international dam on the Rainy River at Fort Frances-International Falls to adjust the April water level target range for Rainy Lake, providing some additional capacity in the lake for early spring snowmelt and rainfall. The revised range is the lowest 10 cm (4 in) of the Rule Curve band, a shift from the standard target of the middle portion of the Rule Curve band. The standard mid-Rule Curve target remains in effect for the month of April for Namakan Lake. Water levels will continue to be monitored.
Property Tax: The Board has been advised of the possibility of needing to pay property taxes for the first year of ownership of the newly purchased property from Mr. Bratten. The Board will learn more at the Board of Appeal meeting.
OLD BUSINESS
VNP – Visitor Center/Campsite: The Board and VNP Committee Members discussed the Visitor Center/Campsite progress. A motion was made by Jim, supported by Jerry, requesting the Committee to advise Holly Larson of the Rivers, Trails & Conservation Assistance Program (RTCA) of the Township’s intent to have a GSA agreement with the VNP to lease the Visitor Center and not grant the VNP ownership of the building. All voted in favor and the motion carried. The Board advised the Committee to inform Holly that the Township will begin development of the upper lots of the property for a camp ground that the Township will operate. A reminder will be sent to VNP Superintendent Bob DeGross of his intent to provide written support for the Visitor Center.
