TOWN OF CRANE LAKE
BOARD OF SUPERVISORS’ MEETING
April 14, 2020
The April 14, 2020 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 5:35PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Kara Knutson, Jim Janssen and Jerry Pohlman; Treasurer Traci Bak; and Clerk Jo Ann Pohlman
BUSINESS
Additions to the Agenda: There were none.
Minutes – A motion was made by Jim, supported by Kara, to approve the minutes of the 3/10/20 Board of Supervisors’ Meeting and the 3/20/20 Board of Supervisors’ Special Meeting. All voted in favor and the motion carried.
Treasurer’s Report –The March Cash Balances were read and the bills were presented as follows: IRS – $476.13; Cook News-Herald – $63.00; Jeff Sanborn – $50.00; Costin Group – $1,250.00; Lake Country Power – $146.56; St. Louis County Auditor – $1,762.67; CLVTB – $2,048.49; and Payroll – $644.45. A motion was made by Jerry, supported by Kara, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required.
OLD BUSINESS
Costin Group Report: Gary Cerkvenik provided the following via email: The DNR has developed two funding estimates for the site: Option A – meeting boater needs without providing flush toilet facility at approximately $700,000; and Option B – meeting boater needs providing flush toilet facility at approximately $1,200,000. Budget projections for the Visitor Center were received from Architectural Resources at $4,500,000.00.
VNP-Visitor Center/Campsite:
Committee Report: No Report.
Grounds Clean-up: No Report.
Docks: No Report.
CIC Covenants/Unit 13: Deena’s questions responding to the revised CIC draft sent by Bryan Lindsay of Trenti Law Firm where resent to Bryan with an expected response by meeting time. The response was not received. Jerry will follow up with Bryan on Wednesday.
ATV Use: Bruce Beste was not present. A motion was made by Jim, supported by Kara, to sign the Cooperative Agreement Between the County of St. Louis and the Crane Lake Township to receive and administer the Iron Range Resources and Rehabilitation Board grant funds for the ATV trail segment and elevated Boardwalk from Vermilion Falls Road to Gold Coast Road in Crane Lake Township, Minnesota. All voted in favor and the motion carried.
Trails Report: No Report.
Land Use Project: Because the community is so involved in developing the Visitor Center/Campground area, the development of the Land Exchange area will be addressed later on.
IRRRB Voyageur Statue Work: No Report.
Scott’s Seaplane Base: The Airport Feasibility Study Meeting scheduled for April 14, 2020 at 4PM at the Fellowship Hall will be rescheduled.
Neighborhood Watch
Report: There was no report.

NEW BUSINESS
Tobacco License Renewals: A motion was made by Jim, supported by Jerry, to adopt Resolution #2020-03 approving issuance of a tobacco products license for Anderson Canoe Outfitters d/b/a Anderson Canoe Outfitters for the year ending the 31st day of December 2020 and Resolution #2020-05 approving the issuance of a tobacco products license for Scotts of Crane Lake d/b/a Scotts Seaplane Base, Store & Service for the year ending the 31st day of December 2020. All voted in favor and the motion carried. A motion was made by Jim, supported by Kara, to adopt Resolution #2020-04 approving issuance of a tobacco products license for Nelson’s Resort, Inc. d/b/a Nelson’s Resort, Inc. for the year ending the 31st day of December 2020. Jim and Kara voted in favor, Jerry abstained and the motion carried
Early Tax Distribution: The Board did not feel an early tax distribution was necessary.
RAMS Membership: Gary Cerkvenik suggested that the Township become a member of the Range Association of Municipalities and Schools (RAMS) as it may be of benefit with our campground and visitor center efforts. A motion was made by Jim, supported by Kara, to become a member of RAMS. All voted in favor and the motion carried. The dues are $150.00 per year.
COVID-19. The Board agreed that the Township website should include information relating to COVID-19.
File Cabinet Purchase Request: The Township is in need of a 2-drawer filing cabinet. A motion was made by Kara, supported by Jim, to approve the expense of purchasing a new file cabinet. All voted in favor and the motion carried. Jim will look into the purchase.
Other New Business: None
Comments from Officers: Kara advised the Board that she would be taking the MAT Short Course online.
Public Comments: There were none.

Board of Supervisors’ Meeting – May 12, 2020 – 7:30PM, Fellowship Hall
There being no further business, the meeting was adjourned at 6:00PM.
