BOARD OF SUPERVISORS’ MEETING
December 9, 2014
The December 9, 2014 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:30PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Butch Eggen, Jim Janssen and Jerry Pohlman, Treasurer Shannon Bibeau, Clerk Jo Ann Pohlman, and two members of the community.
BUSINESS
Additions to the Agenda: Consultant Contract Renewal and St. Louis County municipal solid waste tipping fee increase were added to New Business.
Minutes – A motion was made by Butch, supported by Jim, to approve the minutes of the 11/14/14 Board of Supervisors’ Meeting. All voted in favor and the motion carried.
Treasurer’s Report – Shannon read the November Cash Balances and presented the bills as follows: MATIT – $205.00; Premier Pyrotechnics – $7,700.00; Cook News-Herald – $45.00; Costin Group – $1,069.44; Crane Lake Chapel – $450.00; CLVTB – $547.63; CLVFD – $25,000.00; CLWSD – $250.00; Fryberger, Buchanan – $282.75; CL Sustainable Land Corp. – $200.00; and Payroll – $531.00. A motion was made by Jim, supported by Butch, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required.
OLD BUSINESS
Land Exchange/Community Property Project: Ruth L. Carlson provided the following report: The exchange is completed. All necessary recorded items have been filed and will be received soon. Letter of thank you for support has been sent to Rep. Rick Nolan. His involvement made a big difference in the completion of the project. The Town Celebration is planned for December 13, 2014 at Voyagaire Lodge. Invitations have been sent to: Charles Andresen, Jeff Anderson, Tom Bakk, Okay Ukaga, Gary and Kim Cerkvenik, David and Tucky Dill, Frontier Communications, Senator Amy Klobuchar, Rick and Mary Nolan, Tom and Jean Rukavina, Dave Schmidt, Mike Ward and Forest Service employees – Andrew Johnson, Joan Weckman, Brenda Halter and Elizabeth Schleif. Replies have been received from: Charles Andresen sending regrets as his wife is ill, Okay Ukaga will attend, David Dill will try to attend, Senator Klobuchar will send a letter to be read, Rick Nolan is sending his aide who will speak, Tom Rukavina will attend, USFS Ranger Andrew Johnson will attend and speak. Butch Eggen will be the Master of Ceremonies. Maps and papers concerning the exchange will be on display the evening of the celebration. Regrets are offered to the family of Dave Schmidt who passed away December 5, 2014. Dave was a consultant and helped us immensely with the exchange.
Jacque Eggen Memorial Fund: There was no report this month.
Crane Lake Road Repair: Deena Congdon reported that the sales tax increase may help the project.
VNP-Visitor Center/Campsite: There was no report this month.
Frontier Internet: Jim stated that there was nothing new to report but things were moving in the right direction.
UTV use on Vermilion Falls Road: Jim requested a map from St. Louis County.
Speed Limit between Anderson’s & Gold Coast Road: There has been no input from community members; therefore, the subject will be removed from future agendas.
Costin Group Report: There was no report this month.
Fireworks: A motion was made by Jim, supported by Butch, to contract with Premier Pyrotechnics for three years to secure a 20% increase in product for each year. All voted in favor and the motion carried.

NEW BUSINESS
CLWSD Board Appointment: A motion was made by Butch, supported by Jim, to adopt Resolution No. 2014-08 reappointing Bruce Beste to the Board of Managers of the Crane Lake Water and Sanitary District for a term commencing January 1, 2015 and ending December 31, 2017. All voted in favor and the motion carried.
Tobacco License Renewals: A motion was made by Jerry, supported by Butch, to adopt Resolution No. 2014-09 approving the issuance of a tobacco products license to VHB, Inc. d/b/a Voyagaire Lodge and Houseboats for the year ending the 31st day of December 2015. Jerry and Butch voted in favor, Jim abstained and the motion carried. A motion was made by Jim, supported by Butch, to adopt Resolution No. 2014-10 approving the issuance of a tobacco products license to the Crane Lake Bar & Grill, LLC d/b/a Crane Lake Bar & Grill for the year ending the 31st day of December 2015. All voted in favor and the motion carried.
Fire Protection Contract: A motion was made by Jim, supported by Butch, to sign the Crane Lake Volunteer Fire Department Contract for 2015. All voted in favor and the motion carried.
Consultant Contract: A motion was made by Jim, supported by Butch, to sign the Consultant Agreement between the Town of Crane Lake and Costin Group, Inc. for 2015. All voted in favor and the motion carried.
Levy Revisit: A motion was made by Butch, supported by Jim, that the levy should remain at $100,000 as certified to St. Louis County in September. All voted in favor and the motion carried.
2015 Meeting Date Posting: The Board reviewed the scheduled list for posting.
MAT Resolution – ISTS: An email will be sent to St. Louis County Association of Townships advising that the Board did not agree to pass the resolution To Define and Implement Effective Individual Septic Treatment Systems due to disagreement with the portion of the resolution stating “that until such time that such a study is completed and the effect these real temperatures have on the proper function of these systems, that a statewide moratorium be imposed on the installation of any new Mound Systems.”
Certificates of Election & Oaths of Office: Certificates of Election were presented to Butch Eggen and Jim Janssen and they took their Oaths of Office.
Treasurer Position: Shannon Bibeau, who was elected as Treasurer from January 2015 through December of 2018 at the November 2014 elections, will be unable to accept that position as she and her family have moved from Crane Lake. Butch thanked Shannon for her time served. The Board will look for a Treasurer to fill the position. Shannon will be retained as a private contractor for training purposes.
CAP: The Board will begin the planning process for a Community Action Plan revisit in May. Deena Congdon provided information from the ARDC on a Comprehensive Plan for the Township. Butch spoke to Mary Somnis of the IRRRB regarding the FY15 Comprehensive Plan Grant Program for funds for development and adoption of comprehensive plans for townships within the IRRRB service area. A conference call with Mary Somnis and Whitney Ridlon of the IRRRB, Butch and Jo Ann will be scheduled to discuss the CAP revisit.
St. Louis County Municipal Solid Waste Tipping Fee Increase: A letter was received from St. Louis County Environmental Services Department advising that the tipping fees would be increased in 2015. The cost for 1 bag of trash will increase from $1 to $1.50 along with other increases. The letter is posted at the Post Office.
Other New Business: There was none.
Comments from Officers: Jerry thanked all who worked on the Land Exchange. Butch thanked Shannon again for her service as Treasurer. Shannon thanked the Township for the opportunity to be the Treasurer.
Public Comments: Deena Congdon asked what the results were of the Public Meeting in October. It was agreed by the Board that a letter should be written to Gary Cerkvenik asking what the Town should be doing proactively, if anything, towards the VNP Visitor Center/Campsite proposal.
