BOARD OF SUPERVISORS’ MEETING
December 13, 2016
The December 13, 2016 Board of Supervisors’ Meeting was called to order by Chairman Jim Janssen at 7:30PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Butch Eggen, Jim Janssen, and Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman, and 1 member of the community.
BUSINESS
Additions to the Agenda: There were none.
Minutes – A motion was made by Jerry, supported by Butch, to approve the minutes of the 11/13/16 Board of Supervisors’ Meeting. All voted in favor and the motion carried.
Treasurer’s Report –The November Cash Balances were read and the bills were presented as follows: Costin Group – $1,000.00; Cook News-Herald – $45.00; Crane Lake Chapel – $500.00; CLWSD – $300.00; MN Assn. of Townships Agency – $210.00; Premiere Pyrotechnics – $7,700.00; CLVFD – $25,000.00; CLVTB – $1,488.03; and Payroll – $554.21. A motion was made by Butch, supported by Jerry, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required.
OLD BUSINESS
Land Exchange/Community Property Project: Butch reported that the Corrective Exchange Deed from the USFS to the Crane Lake Sustainable Land Corp. and Corrective Quit Claim Deed to the Town of Crane Lake were received. Ruth Carlson will provide a full report at the next meeting.
Jacque Eggen Memorial Fund: There was nothing new to report.
Costin Group Report: The Costin Report was as follows: Work with Scott Kelling from the DNR to coordinate efforts to develop a plan for the DNR and VNP sites along Crane Lake. Initiated a meeting with the new Super when he arrives in December – emails in to Bill Carlson with this request. Started to prepare a bonding bill request for visitor center.
VNP-Visitor Center/Campsite: There was nothing new to report
Frontier Internet: An email was sent to Frontier asking when the rest of the area would be online. The response was that they would be working on it near the end of last week and into this week.
ATV Use: Bruce Beste reported that 3 members of Voyageur Country ATV attended a legislative summit with ATV Association of Minnesota – ATVAM on Saturday, December 10 in Isle, MN. The club is requesting $150,000 from the ATV Dedicated Fund (ATV registration fee and estimated gas tax funds) for 2017. The fund request is for the purpose of creating a trail system Master Plan, wetland delineation over the trail system, and engineering for a bridge over the Vermilion River. The club is also applying for ATV manufacturer grants (Polaris and/or Yamaha) for the purpose to construct a bridge across a creek and wet area between Voyagaire and Vermilion Falls on the snowmobile trail. This will also benefit the snowmobile club and local business. The club may request a letter of support from the township at a time that is appropriate.
Trails Report: A letter of support of the Trail Committee’s activities was received from the CLVTB.
Crane Lake Comprehensive Plan: There was nothing new to report.
MN Dot Aeronautics: There was nothing new to report.

NEW BUSINESS
CLWSD Board Appointments: A motion was made by Butch, supported by Jerry, to adopt Resolution No. 2016-09 appointing Darrell Scott to the CLWSD Board and Resolution No. 2016-10 appointing Bill Congdon to the CLWSD Board. All voted in favor and the motion carried.
Tobacco License Renewals: A motion was made by Jerry, supported by Butch, to adopt Resolution No. 2016-08 approving the issuance of a tobacco products license to the Crane Lake Bar & Grill, LLC d/b/a Crane Lake Bar & Grill for the year ending the 31st day of December 2017 and Resolution No. 2016-11 approving the issuance of a tobacco products license to Pine Point Lodge & Resort, Inc. d/b/a/ Pine Point Lodge & Resort, Inc. for the year ending the 31st day of December 2017. All voted in favor and the motion carried. A motion was made by Butch, supported by Jerry, to adopt Resolution No. 2016-07 approving the issuance of a tobacco products license to VHB, Inc. d/b/a Voyagaire Lodge and Houseboats for the year ending the 31st day of December 2017. Jerry and Butch voted in favor, Jim abstained and the motion carried.
Consultant Contract: A motion was made by Jim, supported by Jerry, to sign the 2017 Agreement between Costin Group and the Town of Crane Lake. All voted in favor and the motion carried.
Fire Protection Contract: A motion was made by Jim, supported by Butch, to sign the 2017 Fire Protection Services Agreement between the Crane Lake Volunteer Fire Department and the Town of Crane Lake. All voted in favor and the motion carried.
Fire Department Approval and Written Agreement to Finance Equipment: A motion was made by Butch, supported by Jim, to approve Section 147(f) Approval and Written Agreement for the Fire Department to finance the purchase of a fire truck. All voted in favor and the motion carried.
Levy Revisit: Each December the Board reviews the levy amount submitted to the County in September with the option to lower the amount. The Board agreed to leave the levy at $115,000.
2017 Meeting Date Posting: The Board reviewed the meeting dates for 2017. The meeting dates will be posted.
CLVTB Letters for Unpaid Lodging Tax: A letter was received from the CLVTB requesting that the Board write letters to property owners that rented their properties in 2017 and have not submitted lodging tax. The letters will be sent.
Voyageur Statue Area Upgrade: A motion was made by Jim, supported by Jerry, to approve Rob Scott of the CLVTB to proceed with the application process for funding to enhance the Voyageur Statue area. All voted in favor and the motion carried.
Other New Business: The Board discussed joining the Range Association of Municipalities and Schools, and decided not to do so at this time.
Comments from Officers: All Board members wished everyone a Merry Christmas.
Public Comments: Bruce Beste asked about the Houseboat that is parked next to Voyageur’s Landing and stated that it obstructs the view of motorists turning onto Gold Coast Road.

There being no further business, the meeting was adjourned at 8:15PM.
