BOARD OF SUPERVISORS’ MEETING

December 8, 2020

 

The December 8, 2020 Board of Supervisors’ Meeting was called to order by Vice-Chairman Jim Janssen at 5:35PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Kara Knutson and Jim Janssen; Treasurer Traci Bak; Clerk Jo Ann Pohlman and two members of the community.  Supervisor Jerry Pohlman arrived at 5:43PM.

 

BUSINESS

 

Additions to the Agenda:  There were none.

 

Minutes – A motion was made by Kara, supported by Jim, to approve the minutes of the11/12/20 Board of Supervisors’ Meeting and the 11/12/20 Board of Canvass Meeting.   All voted in favor and the motion carried.

 

Treasurer’s Report –The November Cash Balances were read and the bills were presented as follows: Costin Group – $1,250.00; Lake Country Power – $143.82; Crane Lake Chapel – $775.00; CNH – $105.00; MATIT – $255.00; CLWSD – $300.00; CLVTB – $397.00; CLVFD – $27,500.00; and Payroll – $609.80.  A motion was made by Kara, supported by Jim, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried.

 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

 

OLD BUSINESS

 

Costin Group Report:    Gary’s report was submitted by Deena Congdon via email:  No real update other than we need to get the Legislature to pass our two grants totaling over $5 million for the Visitor Center and the Campground.  $5.8 total I believe.  Then we are going to apply to the IRRRB.

 

VNP-Visitor Center/Campsite:

Committee Report:  There was no report from the Committee.

Grounds Clean-up: No Report.

Docks:  No Report.

CIC Covenants/Unit 13: The Shuck’s requested the Township Attorney’s name and phone number; which was provided with the explanation that any expenses incurred from their conversations with the Attorney would be at their expense.  The Board will wait another month for the Shuck’s input.

 

ATV Use: Some lumber has been sold, and gravel was placed beyond VHB.  The area between Crane Lake and the Tower Road is set for snowmobile grooming.  The ATV Club is waiting for IRRRB funding for more gravel.  There will be a Zoom Legislative summit addressing funding on Saturday at 8AM.  All are invited to attend.  Comments and support regarding the Environmental Assessment may be submitted on the DNR website until 12/16/20.

 

Trails Report:  There was no report.

 

Land Use Project:  Because the community is so involved in developing the Visitor Center/Campground area, the development of the Land Exchange area will be addressed later.

 

IRRRB Voyageur Statue Work: There was no report.

 

Scott’s Seaplane Base:  Kaci Nowicki of S.E.H. will update the community on the seaplane base facility plan at the January meeting.  MNDOT and County representatives may attend via Zoom.

 

Neighborhood Watch Report:  There has been no new activity in the area.

 

Handberg Road Public Water Access – The County Board approved the ‘No Parking’ signage for Handberg Road, which will be in place soon.

Helipad:  Randy and Gail Daniels have done work at the site; all looks good.

 

Kicker Blvd. Annexation Hearing:  The District has requested the VNP Clean Waters Joint Powers Board to further review the annexation and a second public meeting will be held next spring/summer prior to considering a resolution to approve the proposed annexation.  The Township will do the same.

 

 

NEW BUSINESS

 

CLWSD Board Manager Notice:  There have been no applications for the open seat on the CLWSD Board to date.

 

Tobacco License Renewals:  A motion was made by Jerry, supported by Kara, to adopt Resolution No. 2020-07 approving the issuance of a tobacco products license for Pine Point Lodge & Resort, Inc. d/b/a Pine Point Lodge & Resort, Inc. for the year ending the 31st day of December, 2021; Resolution No 2020-08 approving the issuance of a tobacco products license for Scotts Bar & Grill, LLC d/b/a Scotts Bar & Grill for the year ending the 31st day of December, 2021; and Resolution No. 2020-09 approving the issuance of a tobacco products license for Bell Resorts, Inc. d/b/a Voyagaire Lodge and Houseboats for the year ending the 31st day of December, 2021.  All voted in favor and the motion carried.

 

Consultant Contract:  An Agreement was sent to Costin Group for 2021 for signature and return.  Jerry signed for the Township.

 

Fire Protection Contract:  The Agreement was sent to Fire Chief Jeff Sanborn for signature and return.  Jerry signed for the Township.

 

Levy Revisit:  The Board agreed that no changes would be made to the 2021 Levy submitted to St. Louis County; which was set at $125,000 at the March 2020 Annual Meeting.

 

2021 Meeting Date Posting:  The Board reviewed the posting with no changes being made.

 

Other New Business:  Jim and Bruce Beste advised those present that there would be a fund raiser for Sen. Bakk and Rep. Ecklund on December 16th at 6PM.  The meeting will be held via Zoom.
