BOARD OF SUPERVISORS’ MEETING

November 15, 2016

 

 

The November 15, 2016 Board of Supervisors’ Meeting was called to order by Chairman Jim Janssen at 7:35PM at the Crane Lake Chapel Fellowship Hall with those in attendance including: Supervisors Butch Eggen, Jim Janssen, and Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman, and 4 members of the community.

 

 

BUSINESS

 

Additions to the Agenda: Pyrotechnics prepayment was added to New Business and Aquatic Invasive Species was added to Old Business.

 

Minutes – A motion was made by Jerry, supported by Jim, to approve the minutes of the 10/11/16 Board of Supervisors’ Meeting. All voted in favor and the motion carried.

 

Treasurer’s Report –The October Cash Balances were read and the bills were presented as follows: Costin Group – $1,000.00; Cook News-Herald – $144.00; Lutefisk Tech. – $275.40; Shannon Bibeau – $112.50; Jill Crain – $112.50; Debora Scott – $121.50; Shirley Sanborn – $31.50; CLVTB – $7,087.82 & $861.25;  and Payroll – $748.13.  A motion was made by Butch, supported by Jerry, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried.

 

The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required.

 

 

OLD BUSINESS

 

Land Exchange/Community Property Project: Ruth L. Carlson reported that there was good news. After a correction was made in the revised Quit Claim Deed, the document would be signed by Ruth Carlson and notarized by the Clerk this evening to be mailed to the attorney on Wednesday.  This should remedy the needed corrections for the completion of the Land Exchange.

 

Jacque Eggen Memorial Fund: There was nothing new to report.

 

Costin Group Report: There was no report.

 

VNP-Visitor Center/Campsite: Deena Congdon advised that there was nothing new to report from the Committee. Tony Cornelius was present and as the owner of the property between the Braaten property and the DNR Public Water Access said that he and his wife Kristen were open to the concept of their land being purchased by the Town to connect the adjacent properties.  There has been no update from Gary Cerkvenik for action by the Town Board at this time.  The Board discussed the purchase price of $1,050,000.00 requested by Bob Braaten for his property excluding the house and including an easement.  The Board discussed contingencies of an appraisal and the grant. The Board talked of a possible meeting with the VNP, the DNR and the Board.  A motion was made by Jerry, supported by Butch, requesting that Deena Congdon draft a purchase agreement with Mr. Braaten for $950,000 including contingencies for the Township attorney to review.  All voted in favor and the motion carried.  Jim will ask Gary Cerkvenik if an Intent to Purchase the Cornelius property would be advantageous.

 

Frontier Internet: There was no report.

 

ATV Use: Bruce Beste reported that the safety and signage issues are being resolved and that the DNR has asked the Voyageur Country ATV Club to sponsor a new ATV club on the range.

 

Trails Report: Bruce Beste reported that the DNR is engaged in a Border to Border motorized trail from Lake Superior to the North Dakota border.  They have a route laid out and are planning public input meetings.  Jim Janssen will bring the subject up at the next CLVTB meeting.  The Trail Committee is requesting input from local businesses regarding their customers’ interests in improved and new trails in the area. The Committee will hold a meeting soon.

 

 

Town of Crane Lake Meeting Minutes – November 15, 2016

 

 

Crane Lake Comprehensive Plan: There was nothing new to report.

 

MN Dot Aeronautics: There was nothing new to report.

 

Aquatic Invasive Species: Initially the Board felt this would be an opportunity for a job or jobs in the community.  The Board agreed that pursuit of the program would not provide the anticipated jobs and will not apply.

 

 

 

NEW BUSINESS

 

CLWSD Board Appointment Notice: The Clerk was advised to post and publish notice of the two positions to be decided upon at the December Board of Supervisors’ Meeting.

 

IJC Rule Curve Review Study Board Report: Board Representative Jerry reported that he attended the public meeting on November 2nd.  The group looked at the effects that changing the rule curve would incur by looking at the different options.  A major concern is the amount of invasive cattail growth and the decrease in the number of Muskrats (they eat cattails providing a natural control) as a result of the rule curves that have been in place since 1970.  Leaving the current rule curve in place with a possible June draw down to control cattail levels is being considered

 

Pyrotechnics Prepay: A motion was made by Jerry, supported by Jim, to prepay the $7,700.00 invoice in December to receive an additional $15% product for the fireworks display.

 

Other New Business: There was none.

 

Comments from Officers: Jerry thanked all who turned out to vote on November 8th. He also wish to thank all that voted for him to continue as Supervisor and will try to live up to the expectations of those who did not

 

Public Comments: There were none.
