BOARD OF SUPERVISORS’ MEETING
November 10 , 2015
The November 10, 2015 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:35PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Butch Eggen and Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman, and 4 members of the community. Supervisor Jim Janssen was absent.
BUSINESS
Additions to the Agenda: Lodging Tax Ordinance
Minutes – A motion was made by Butch, supported by Jerry, to approve the minutes of the 10/13/15 Board of Supervisors’ Meeting. All voted in favor and the motion carried.
Treasurer’s Report –The October Cash Balances were read and the bills were presented as follows: Costin Group – $1,000.00; CLVTB – $7,304.10; Postmaster – $49.00 and Payroll $663.11. A motion was made by Jerry supported by Butch, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required.
OLD BUSINESS
Land Exchange/Community Property Project: Ruth L. Carlson reported that Huck Andresen had requested corrective deeds from the USFS. The deeds must be drafted in the Milwaukee office of the Forest Service. Huck hopes to have them in a couple of weeks and will keep Ruth posted.
Jacque Eggen Memorial Fund: There was no report.
Costin Group Report: Gary Cerkvenik reported that he is coordinating meetings with Congressman Nolan and DNR Commissioner Landwehr on VNP presence, ATV issues, and preparing possible strategies for legislative session.
Crane Lake Road Repair: There was nothing new to report.
VNP-Visitor Center/Campsite: Deena Congdon, Co-Chair of the VNP Committee, received an email from Mike Ward stating that there is a meeting with Nolan’s office planned for next week based on the discussion that occurred there. He met with Drake Dill last week who was very interested in what was happening. He is currently focused on the legal authority to work with the State on this and other projects.
Frontier Internet: Jim emailed the following report: All new node sites are complete except the one next to Voyagaire. They need to cut fiber into that site. They are targeting completion in December to get the fiber cut into the new equipment in the Frontier building on Handberg Road. Some equipment is installed and other equipment is being configured at the Frontier facility in International Falls. We should see a significant jump in net performance when they complete cutovers in December. Service will continue to improve as cutovers are completed in other areas.
ATV Use on Vermilion Falls Road: Committee Chairman Bruce Beste reported that the Club has been doing staking of speed limits and signage directing ATV’s off roads where prohibited. Bruce plans to attend the new Regional Trails Task Force Club meeting on November 24th. Many other organizations will be attending. Kabetogama Township is considering joining the Club.
Crane Lake Comprehensive Plan: The Board selected January 5th at 6PM as the date and time for the community meeting at Voyagaire. Deena volunteered to get the notice out to the community.

NEW BUSINESS
Election Judge Roster Approval: A motion was made by Butch, supported by Jerry, to approve the Clerk’s roster of those eligible for appointment to serve on the Election Board for the General Election on December 8, 2015. All voted in favor and the motion carried.
Fireworks Payment: A motion was made by Jerry, supported by Butch, to accept the December early pay option for fireworks product from Premier Pyrotechnics. All voted in favor and the motion carried. Payment in full in December will add an additional 15% product to the display.
Board of Equalization Qualification: The Township currently has two Supervisors qualified for the Board of Equalization.
Voyageur Statue Repair/Paint Funding: A letter was received from the CL Visitor and Tourism Bureau requesting a donation from the Township for repair and painting of the Voyageur Statue. A motion was made by Jerry, supported by Butch, to donate $5,000 to the CLVTB for repair and painting of the statue. All voted in favor and the motion carried. The Board discussed a possible release form for donation requests in the future.
MN Airport Funding: Taxes collected on aviation gas go to the State and are distributed to local airports. Scott’s Seaplane Base is considered an airport. It is understood that the receipt of aviation gas tax must go through a government agency. Darrell Scott will look into the procedure and confirm if Crane Lake is or is not qualified to receive the tax money.
Lodging Tax Ordinance: The CL Visitor & Tourism Bureau has requested that the Township look into the responsibility of lake home rentals within the Crane Lake lodging tax district. A list of lake home rentals will be provided to the CLVTB.
Other New Business: There was none.
Comments from Officers: Butch thanked veterans for their service.
Public Comments: Bruce Beste said that the CLVTB would welcome Butch’s input on past history of current CLVTB issues.
Next Meeting: Board of Supervisors’ Meeting, December 8, 2015, 8:00PM – Fellowship Hall – Following elections.
There being no further business, the meeting was adjourned at 8:30PM.
