BOARD OF SUPERVISORS’ MEETING

October 8, 2019

The October 8, 2019 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:30PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Katie Congdon & Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman; and 2 members of the community.  Supervisor Jim Janssen was absent.

BUSINESS

Additions to the Agenda:  – There were none.

Minutes – A motion was made by Katie, supported by Jerry, to approve the minutes of the 9/10/19 Board of Supervisors’ Meeting.  All voted in favor and the motion carried.

Treasurer’s Report –The September Cash Balances were read and the bills were presented as follows: Costin Group – $1,250.00; Lake Country Power – $146.56; IRS – $418.94; Couri & Ruppe – $50.00; St. Louis County – $1,506.20; CLVTB -$19,030.97; and Payroll – $609.36.   A motion was made by Jerry, supported by Katie, to approve the Treasurer’s Report as read and the payment of bills.  All voted in favor and the motion carried. 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

OLD BUSINESS

Costin Group Report:  There was no actual report.  An email from Gary Cerkvenik to Mike Larson, S.E.H. and copied to the Township stated the following:  I think it is likely we receive $3.1 million for the campground next legislative session through the LCCMR.  We asked for $6 million plus for the visitor center and campground for bonding.  I think we should adjust our ask during the October MMB open period, strike the campground and insert $1.5 million for the boat landing, etc., and pavilion.  That should lower our request.  Can you make these changes?

VNP-Visitor Center/Campsite: 

Committee Report: There was no report other than mention of comments by Holly Larson of the Rivers, Trails and Conservation Assistance Program at the Heart of the Continent Conference last week introducing the site and project to other potential partners or supporters present at the conference. 

Grounds Clean-up:  There was no report.

Docks:  There was no report. 

CIC Covenants/Unit 13:  The CIC/Covenants Committee consists of Jerry Pohlman, Butch Eggen and Deena Congdon.  Jerry reported that he met with Brian Lindsey of Trenti Law Firm to talk about stripping the covenants from the CIC while still retaining the CIC.  Mr. Lindsey will report back to the Township next week.  The cost should be less than $1,000.00.

ATV Use:  Bruce Beste was not present to report.  The Ride and Rally was a success.  A motion was made by Jerry, supported by Katie, to adopt Resolution No. 2019-10 Authorizing the Township Chair and Clerk to make Application to the IRRRB Trail Grant Program for Voyageur Country ATV Trail Section – Crane Lake to Vermilion Falls. A copy of the resolution will be sent to Mike Larson of S.E.H. who is facilitating funding.  The application is currently in its final stages.   

Trails Report:  There was no report.

Land Use Project:  Because the community is so involved in developing the Visitor Center/Campground area, the development of the Land Exchange area will be addressed later on.

IRRRB Voyageur Statue Work:  Work is in progress at the site. Lighting is being installed.

Scott’s Seaplane Base:  There was no report.

Credit Card for Township:  There was no action.

NEW BUSINESS

Premier Pyrotechnics Pay Ahead Approval:  A motion was made by Katie, supported by Jerry, to approve pre-payment for fireworks in 2020 to assure increased product for the display.  All voted in favor and the motion carried. 

CLWSD Board Appointments:  A motion was made by Katie, supported by Jerry, to post and publish notice of openings on the Crane Lake Water & Sanitary District’s Board of Managers.  All voted in favor and the motion carried.

Polling Place Annual Designation:  A motion was made by Katie, supported by Jerry, to adopt Resolution No. 2019-09 Designating the Polling Place Location in Crane Lake as the Chapel Fellowship Hall for 2020.  All voted in favor and the motion carried.

Town Board Supervisor Appointment:  There were no interested parties to appoint. 

Other New Business:  There was none.  

Comments from Officers:  All Board members thanked Katie for her service to the community as a Supervisor and provided best wishes for her in the future.  Katie thanked the Board, and said it was a good run for a year.  She also said she would be available to represent the Town at meetings/hearings in St. Paul.

Public Comments:  There were none.

Next Meeting:   Board of Supervisors’ Meeting – November 12, 2019 – 5:30PM, Fellowship Hall

There being no further business, the meeting was adjourned at 7:50PM.
