TOWN OF CRANE LAKE
BOARD OF SUPERVISORS’ MEETING
October 13, 2020
The October 13, 2020 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 7:32PM at the Crane Lake Chapel Fellowship Hall with the Pledge of Allegiance recited by those in attendance including: Supervisors Jim Janssen, Kara Knutson and Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman and one member of the community.
BUSINESS
Additions to the Agenda: There were none.
Minutes – A motion was made by Jim, supported by Kara, to approve the minutes of the 9/8/20 Board of Supervisors’ Meeting and the 9/2/20 combined Crane Lake Township and CLWSD Kicker Blvd. Annexation Hearing. All voted in favor and the motion carried.
Treasurer’s Report –The September Cash Balances were read and the bills were presented as follows: Costin Group – $1,250.00; Lake Country Power – $146.56; IRS – $425.82; Jeff Truebenbach – $175.00; Ty Shuck – $725.00; CLVTB -$27,034.90; and Payroll – $609.80. A motion was made by Kara, supported by Jim, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
The Clerk presented the correspondence. The correspondence was received as read and will be placed on file and acted upon as required.
OLD BUSINESS
Costin Group Report: Emails from Gary Cerkvenik and Jeff Anderson are focused on the passage of a Bonding Bill.
VNP-Visitor Center/Campsite:
Committee Report: There was no report. Gretchen Janssen and Kara Knutson attended the Voyageur Affairs meeting. Some subjects on the Agenda were: Mukooda Trail, which is a 3 mile loop with good overlooks; Crane Lake Visitor Center was mentioned; AIS Inspections was included; and an overview of summer operations revealed almost double activity.
Grounds Clean-up: No Report.
Docks: No Report.
CIC Covenants/Unit 13: The updated CIC document was forwarded to the Shuck’s for their review and input. A reminder was sent to the Shucks. Another reminder will be sent to the Shucks asking for a response by the November meeting.
ATV Use: The meeting will be at Melgeorge’s tomorrow. They are waiting on the Bonding Bill. More sand is needed for the trail beyond Voyagaire.
Trails Report: There was no report.
Land Use Project: Because the community is so involved in developing the Visitor Center/Campground area, the development of the Land Exchange area will be addressed later on.
IRRRB Voyageur Statue Work: Rob Scott emailed a report stating that work continues to complete the project. All IRRRB funds have been distributed and grant accounts closed out.
Scott’s Seaplane Base: An email was received from Kaci Nowicki of S.E.H. stating that they are wrapping up the report and are ready to meet again and to include MnDOT and the County. She suggested either the Nov. or Dec. Town meeting dates. The Township will email that January would work best on this end.
Neighborhood Watch Report: There has been no new activity in the area.
Minutes – October 13, 2020 Town of Crane Lake Meeting
MPCA-Ground Water Monitoring – Former Borderland Property: An email was received from Brad Ullery of Braun Intertec advising that they would be sampling groundwater monitoring wells on 10/2/20 and the pilot tests would be completed sometime in mid-October. An email will be sent asking for results of the monitoring. Item will be removed from the Agenda.
Handberg Road Public Water Access – Roadside Parking Hazard: St. Louis County Traffic Engineer Victor Lund and Jeff Sanborn walked the area to determine where the signs should be placed. The Township supports the following dimensions: Begin: 1080 feet south of the centerline of the boat launch driveway. End: 210 feet north of the centerline of the boat launch driveway. Sides of Road: Include both sides of the roadway in the no parking zone. The Board felt there should be signs on the houseboat landing side of the road.
Helipad Lease: The re-write of the lease/license between the State of Minnesota and the Town of Crane Lake is still in process with completion expected soon. Work has begun at the site with concrete to be poured soon, weather permitting.
Kicker Blvd. Annexation Hearing: The District is requesting the VNP Clean Waters Joint Powers Board to further review the annexation prior to considering a resolution to pursue the proposed annexation. The Township will do the same.
NEW BUSINESS
Election Judge Roster Approval: A motion was made by Kara, supported by Jerry, to approve the Clerk’s roster of those eligible for appointment to serve on the Election Board for the General Election on November 3, 2020. All voted in favor and the motion carried.
Comments from Officers: Jo Ann reminded everyone to vote on November 3rd. Poles are open from 10AM until 8PM.
