TOWN OF CRANE LAKE

BOARD OF SUPERVISORS’ MEETING

March 11, 2014

 

 

 

 

 

The March 11, 2014 Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 9:05PM at the Crane Lake Chapel Fellowship Hall with those in attendance including:  Supervisors Butch Eggen, Jim Janssen and Jerry Pohlman, Treasurer Shannon Bibeau, Clerk Jo Ann Pohlman and 7 members of the community.

 

 

 

BUSINESS

 

 

 

Additions to the Agenda:  Township Consultant was added to New Business.

 

 

 

Minutes – A motion was made by Jim, supported by Butch, to approve the minutes of the 2/11/14 Board of Supervisors’ Meeting.  All voted in favor and the motion carried.

 

 

 

Treasurer’s Report – Shannon read the February Cash Balances and presented the bills as follows:  Cook News-Herald – $78.00; Quill – $13.13; CLVTB – $1,517.30; Fryberger, Buchanan – $606.75; and Payroll – $856.89.  A motion was made by Butch, supported by Jim, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried. 

 

 

 

The Clerk presented the correspondence.  The correspondence was received as read and will be placed on file and acted upon as required.

 

 

 

 

 

OLD BUSINESS

 

 

 

Land Exchange/Community Property Project: Ruth L. Carlson reported that the Exchange is advancing to the final stages of closure.  It is believed the exchange will be completed in the last quarter of 2014.  A Request for Agriculture Committee Oversight and Under Secretary Approval has been forwarded to the Chief of the Eastern Region of the Forest Service.  This process takes about 60 days.  Huck Andresen, attorney working on the project for the Crane Lake Sustainable Land Corporation, has recommended that the titles of all property of the three entities in the exchange be transferred to the corporation.  This is a necessary requirement for the Forest Service which works with only one entity, the Corporation. This will ensure a smooth closing of the project. Therefore I recommend that the Town Board make a motion to transfer the titles, of property to be exchanged with the Forest Service, to the Crane Lake Sustainable Land Corporation.   There is no other action required by the Town Board at this time.  A motion was made by Jim, supported by Jerry, to transfer the titles of property to be exchanged with the Forest Service to the Crane Lake Sustainable Land Corporation.  Jim and Jerry voted in favor, Butch abstained and the motion carried.  Ruth thanked Deena Congdon for stepping up to take over for consultant Dave Schmidt.

 

 

 

Jacque Eggen Memorial Fund:  There was no report.

 

 

 

Crane Lake Road Repair:  There was no report.

 

 

 

 

 

NEW BUSINESS

 

 

 

Spring Clean-Up Day:  Spring Clean-Up day was set for Saturday, April 26th at 3PM with Sunday, April 27th being the rain date.  Shirley Sanborn will again head the project.  Nelson’s will supply the bags.

 

 

 

Donation Request – City of Orr Library:  The Board agreed not to donate at this time.

 

 

 

Spring Short Course:  A motion was made by Butch, supported by Jerry, to approve expenses for any Board member wishing to attend the Spring Short Course at Black Bear Casino in Carlton on April 4, 2014.  All voted in favor and the motion carried.

 

 

 

Board of Appeal Meeting Date:  The Board of Appeal Meeting Date is set for May 1, 2014 at 1PM.


Town of Crane Lake Meeting Minutes – March 11, 2014

 

 

 

 

 

Township Consultant:  A motion was made by Jim, supported by Butch, to contract with Gary Cerkvenik of Costin Group, Inc. for the remainder of 2014 for professional services to obtain funding for Township projects.  All voted in favor and the motion carried.  Topics of interest include:  Improvement of the Road from Orr to Crane Lake with shoulders to include a biking/hiking trail; VNP Visitor Center/Campground; a hiking trail from Ely to Sportsman’s.

 

 

 

Other New Business:  There was none.

 

 

 

Comments from Officers:  Jerry thanked everyone for attending the meetings.  Jim thanked Deena for her work.

 

 

 

Public Comments:  Jeff said he and others feel the loss of the RV Park by community businesses.  He thought the VNP concept drawings at the RV Park site with the DNR should have fewer parking places and more RV campsites. Bill Congdon and Jeff Sanborn suggested that the Town Board send a letter of support to VNP Superintendent Mike Ward thanking him for his efforts toward a VNP presence in Crane Lake.
