BOARD OF SUPERVISORS’ MEETING
December 13, 2022
The December 13, 2022, Board of Supervisors’ Meeting was called to order by Chairman Jerry Pohlman at 5:35PM at the Crane Lake Chapel Fellowship Hall, with the Pledge of Allegiance recited by those in attendance including Gary Cerkvenik of the Costin Group (attending via Zoom); Supervisors Brandon Anderson, Jim Janssen & Jerry Pohlman; Treasurer Traci Bak; Clerk Jo Ann Pohlman; and three members of the community (including Zoom).
Brandon Anderson took his Oath of Office and received his Certificate of Election.
BUSINESS
Additions to the Agenda: There were none.
Minutes – A motion was made by Jim, supported by Brandon, to approve the minutes of the 11/18/22 Board of Supervisors’ Meeting. All voted in favor and the motion carried.
Treasurer’s Report –The November Cash Balances were read, and the bills were presented as follows: Crane Lake Chapel – $850.00; MATIT – $266.00; Cook News-Herald – $115.00; CLWSD – $300.00; Costin Group – $1,250.00; Lake Country Power – $154.22; CLVTB – $548.00 & $2,454.37; S.E.H. – $13,120.00; Cole Appraisal – $48,000.00; Johnson, Killen & Seiler – $5,108.20; CLVFD – $27,500.00 and Payroll – $758.43. A motion was made by Jim, supported by Brandon, to approve the Treasurer’s Report as read and the payment of bills. All voted in favor and the motion carried.
The Clerk presented the correspondence. The correspondence was received and will be placed on file and acted upon as required.
OLD BUSINESS
VNP-Visitor Center/Campsite:
Committee Report & Resulting Board Action: There was no report this month.
Bayside Drive Upgrade: Appraisals of Bayside Drive properties were completed and the Board felt the damage awards were generous. Appraisal results will be sent to the individual property owners with their damage award included. Individuals then have the opportunity to contest the damage awards offered. A phone conversation including Dan Hinzmann of S.E.H., Gary Cerkvenik of Costin Group, Attorney Roy Christensen and Jim Janssen was held today to discuss the funding available for the damage awards. The awards were expected to be around $50,000 and are actually in the $120,000 range. Gary Cerkvenik participated in the meeting at this point advising the Board that about $100,000 in additional funding was needed. A motion was made by Jerry, supported by Brandon, to adopt Resolution No. 2022-13 – Adopting Bayside Drive Appraisals as Damages Awards – accepting the appraisals prepared by John Vigen and Dawn Cole as the Town’s damage awards; that the Town Board direct the attorneys to serve the appraisals on affected land owners; and the Town Clerk file damages awards consistent with the amounts set forth in the appraisals on 12/20/22. All voted in favor and the motion carried.
Funding: Noted above.
ATV Report: The group continues to work on the trails with nothing new to report.
American Rescue Plan Act Fund: There was nothing new. The balance in the account is $8,961.15. The funds should be used by 12/31/24.
CIC Termination: Attorney Roy Christensen has been working with the Shucks to complete the paperwork included in the CIC Termination.
Jim McKie Easement Request: Jim McKie is requesting an easement across Township land to access his dock. The attorneys are reviewing the request.
Flooding: The Township continues to work with FEMA for expenses acquired by the Township related to the flooding this spring.
County Dock: The County requested the Township’s and local business owners’ input on the rebuilding of the dock at the public landing on Gold Coast Road that was damaged during the spring flood. The Town Board is talking to local business owners for their thoughts and will connect with the County again in January.

NEW BUSINESS
CLWSD Manager Positions Appointments: A motion was made by Brandon, supported by Jim, to adopt Resolution No. 2022-12 Electing Bonnie Caughey and Darrell Scott to the Board of Managers of the Crane Lake Water & Sanitary District for terms beginning 1/1/23 and ending 12/31/25. All voted in favor and the motion carried.
Tobacco License Renewals: A motion was made by Jerry, supported by Jim, to adopt Resolution No. 2022-10 approving the issuance of a tobacco products license for Scotts Bar & Grill, LLC d/b/a Scotts Bar & Grill for the year ending 12/31/23; and Resolution No. 2022-11 approving the issuance of a tobacco products license for Bell Resorts, Inc. d/b/a/ Voyagaire Lodge and Houseboats for the year ending 12/31/23. All voted in favor and the motion carried.
Levy Revisit: The Board reviewed the levy amount of $125,000 set at the March Annual Meeting and decided that no adjustment would be made. Townships may lower levies previously set that year in December of each year.
2023 Meeting Date Posting: A list of the meeting dates for 2023 was presented to the Board. A motion was made by Jim, supported by Jerry, to post the list as presented. All voted in favor and the motion carried.
Costin Group Agreement 2023: A motion was made by Jim, supported by Jerry, to approve and sign the Costin Group Agreement for 2023. All voted in favor and the motion carried.
Fire Protection Agreement 2023: A motion was made by Jim, supported by Brandon, to approve and sign the Crane Lake Volunteer Fire Department Agreement for 2023. Jim and Brandon voted in favor; Jerry abstained and the motion carried.
MAT – Online Training Opportunity: The Board agreed to sign up for free 2023 online training for Township officers provided by the MN Assoc. of Twps.
Other New Business: There was none.
